Powers/Abilities: Aunt Serr has telepathic abilities, enabling her to control the will of others.
History:
(Sub-Mariner I#41 (fb) - BTS) - Serr was a scientist at an atomic plant in
Arizona. She was pregnant with Karl when an atomic blast killed her husband
Frank and nearly killed her. Serr received a pension from her former employer,
but Karl was born a monstrous mutant. Serr saw him as a devil-spawned monster,
and it destroyed her remaining sanity.
(Sub-Mariner I#41 (fb) - BTS) - Relocating to her ancestral house in upstate New York, Aunt Serr designed a laboratory in the chambers from which her grandfather had run escaped slaves on the Underground Railroad to Canada.
(Sub-Mariner I#41 (fb) - BTS) - Aunt Serr used her laboratory to mutate her Lucile, intending her to serve as a potential mate for Karl.
(Sub-Mariner I#42 (fb) - BTS) - Aunt Serr had Karl abduct the local villagers, and she subjected them to her experiments as well, intending to create friends suitable for Karl. The few who survived became known as the People, including Tacker, Spike, and Pops.
(Sub-Mariner I#41) - After Karl struck Namor from the sky, Aunt Serr appeared and led Karl back home. Lucile brought Namor back to the Serrs' house, where Aunt Serr had him chained up, intending to use him in her plans. Namor broke free, but Aunt Serr sent Karl to attack him. Lucile persuaded her Aunt to stop Karl from killing Namor, and he was returned to the house. Namor broke out yet again, but this time Aunt Serr took control of his will and led him to the chambers with which she had mutated the others. Lucile helped Namor fight Aunt Serr's power, and Namor defeated Karl Serr, but then Autn Serr took control of Lucile, forcing her to use her powers to subdue Namor.
(Sub-Mariner I#42) - Namor recovered and wandered into the village, where he encountered the People and learned their origins. Namor confronted Aunt Serr, but she forced Lucile to strike him down again. However, the People, inspired by Namor, marched on the mansion, and they broke into her laboratory and destroyed it as Namor struggled against Karl. Her own will resurfacing, Lucile blasted Aunt Serr, and then used another blast to knock Namor out of the building. Unconscious when he hit the ground, Namor found that Aunt Serr's mansion had burnt to the ground by the time he woke up in the morning.

family was told that he was killed in an army hazing incident, used drug to
control Nick Fury, allied with Crimson Dynamo in attempt to steal missiles from
Khamistan (formerly of USSR) to take over the world.

Karl Serr
A.k.a. Rock (on the cover), he is the son of Frank and Aunt Serr, born a monstrous mutant due to in utero radiation exposure. He followed Aunt Serr obediently, battling Namor on several occasions. It is unclear whether he or any of the others survived the burning of Aunt Serr's mansion.
His body is composed of a dense, rock-like material, he has superhuman strength (Class 50?), and he can also discharge powerful bolts of energy.

Aunt Serr originally claimed that Lucile was her niece, but she is more likely just another villager mutated by Aunt Serr, i.e. one of the People. Though she wished to help Namor, she was frequently forced to obey Aunt Serr. At the end she stood up for herself, incapacitating Aunt Serr and knocking Namor from the building, but remaining inside, apparently to perish with all those involved with Aunt Serr.
She could achieve an energy form, able to fire power blast or release a siren-like call.
Her name is misspelled "Lucille" in Sub-Mariner I#42.

the People
Villagers captured by Karl Serr and mutated by Aunt Serr. Many of those villagers were killed in the process, but those who survived rebelled against Aunt Serr's attempts to control them, and they escaped. After meeting Namor, they stormed Aunt Serr's mansion and destroyed her laboratory, causing the house to be consumed with flames. It is unclear whether any of them survived the burning of Aunt Serr's mansion.
Pops is the green-skinned, white haired guy sitting with the walking stick. It is unclear whether he had any powers.
Spike is the six-armed, blond haired youth on Pops' left. He was one of the younger People; aside from having six arms, any other abilities were unrevealed.
Tacker is the large and strong one to Namor's left. He was perhaps 15' tall, or could grow in size, and strong enough to duke it out with Namor. He initially attacked Namor, mistaking him for an agent of Aunt Serr, but after Namor flattened him he led him back to the People. It was he who smashed Aunt Serr's machine.
No others were identified by name.
