Powers: None. Chelm is a highly skilled investigator, and trained in unarmed combat. He is an excellent marksman, and carried silver bullets with crosses painted on them for use against vampires.
History: (Tomb of Dracula I#3)-First encountered Harker's a vampire and the vampire hunters .
(Tomb of Dracula I#6)-Investigated deaths slayings of Dracula and existence of the Morlands Monster.
(Tomb of Dracula I#16)-Investigated, solved, and ended murders of the ghost of Duncan Corley.
(Giant-Size Chillers#1)-Discovered Quincy Harker after he was attacked by Lilith II, brought him to the hospital.
(Giant-Size Dracula#2)-Alongside Kate Fraser, investigated killings of Y'Garon.
(Giant-Size Dracula#3)-Alongside Kate Fraser when she destroyed the vampire-form of Elianne Turac.
(Tomb of Dracula I#31)-Saved lord Singleton from an attack my a number of parliament members under the control of Dracula. Led group of constables that shot Dracula with a silver bullet, again saving Singleton.
(Tomb of Dracula I#33)-Tracked Dracula.
(Tomb of Dracula I#34)-Attempted to shoot Dracula, who used on of his human pawns to take the bullet. Attacked by Dracula, saved by Tinkerton and other members of Scotland Yard. Dracula escapes.
(Tomb of Dracula I#36)-Investigated escape of Dracula to the USA.
(Marvel Two-In-One#32 - BTS) - Inspector Chelm gave orders to the English constabulary, instructing them to work with the Thing (Ben Grimm) and hold off the spider-woman serum-mutated Alicia Masters. They should hold her at bay, and only kill her if she could not be otherwise stopped.

Is this guy's first name listed anywhere? I can't find it. Chelm's first name was revealed in Marvel Atlas#1.
I'd bet that Dracula eventually vamped Chelm to pay him back for opposing him too many times.
