Powers: None. Domino is a wealth of information. He specializes in knowing every bit of data about every costumed hero, villain, organization, etc. He can cross-reference his sources to identify the secret-identity of someone based on the smallest bits of data. He was employed to give information to the Scourges, to enable them to track down and catch unawares their targets. He does know how to use a handgun, although he prefers to avoid direct involvement in conflict.
History: (RampHlk#4/2, 5/2, 6/2, 8/2 ) - Very little is known about the man called Domino. When first seen, he ambushed Samantha Eden with a gun and coerced her to research the history of Ulysses Bloodstone. After Bloodstone was killed by the leaders of the Conspiracy, Domino revealed that his sole purpose was to divert her from Bloodstone. The members of the Conspiracy feared that Bloodstone might fall in love with her, and regain some of his humanity in the process, enabling him to overcome their plot. After telling her this, he made his exit.
(USAgent I#4(fb), Captain America I#320) - Domino's mastery of information brought him into contact with Tom Halloway, the original Angel from the 1930s. The wealthy and elderly Halloway was seeking to eradicate the plague of super-villains, and he recruited Domino to become part of his Scourge organization. Domino, acting behind the scenes, would transmit any pertinent information to the Scourge agents, allowing them to accomplish their assassinations more easily.
(USAgent I#1-4) - When Caprice captured the USAgent, Domino succeeded in determining his true identity based only on his parents' first names. He and Bloodstain came up with the plan to attempt to dupe USAgent into believing Bloodstain was his brother, in an effort to recruit USAagent into the organization. USAgent rebelled and ultimately confronted Domino, forcing him to bring him to Halloway's mansion. When Bloodstain appeared and opened fire on USAgent, Domino attempted to rush the wheelchair bound Halloway to safety. Bloodstain inadvertently caused one of Halloway's statues to fall on Domino, "splutch"-ing him.

I wonder what Domino's original creators had planned for him?
Domino strikes me as the obsessive-compulsive type, who doesn't bathe or date too much.
Scourge refers to the program (and its agents) instituted by the Angel to assassinate superhuman criminals. I refer to its agents by a number following the name of the group, ie. Bloodstain was Scourge VII.
