Powers/Abilities: Unrevealed. He may have enhanced strength or durability, or a different ability, but it was never revealed. He is presumably not that powerful because instead of engaging Warbird in combat, he made his champion do it. That may be by custom however. He commanded an army of deviants who were loyal to him.
History: Dulpus rebelled against Deviant Lemuria either
when or before Kang declared war on Earth. He had several soldiers rebel
with him under his command. Whether or not he was already their commanding
officer is unrevealed.
(Avengers III #42) - In hopes to gain a place in Kang's world order after he
conquered Earth, Dulpus brought his soldiers up to the surface to seize Wuwei,
China in Kang's name.
(Avengers III #43) - A strike force of Avengers, consisting of Black Widow, She-Hulk, Vision, Warbird, and Silverclaw arrived in China and forced Dulpus' army to retreat. The Avengers then chased the deviants to their subterranean lair, but were confronted by hundreds of deviants surrounding them on all sides. Dulpus looked down at the Avengers and taunted.
(Avengers III #44) - Clearly outmatched, Warbird took advantage of the rules of the deviants and challenged Dulpus for the right to lead. She would fight his champion, and the winner would lead the clan of deviants. Originally, Dulpus would not let Warbird challenge because she was both human and woman. Eventually, when she called him afraid, he agreed, under the stipulation that if she lost, she would become his body-slave. He ordered his champion, Glomm, to fight Warbird. Warbird managed to defeat Glomm, and thus forced Dulpus to relinquish his right to rule to her. As the new leader of the deviant clan, Warbird ordered the deviants to surrender.

Seems to me like Dulpus would have put up more of a fight before surrendering his troops so easily. Especially if he is the one who got them to revolt, which is not confirmed.
