Powers: Effex has no superhuman powers
of his own. However, he is a master of technology, such as
robotics, holograms, and other advanced technology. He can create
force fields, exo-skeletons of at least Class 10-25 strength
which can fire energy blasts, etc. His biggest trick was the use
of combinations of holograms and real weapons, so that his foes
never knew which attacks were real, etc.
He uses a bunch of robots...whooops, I mean Armatures.
These are apparently very similar to robots, but simpler and
easier to build, enabling him to produce large numbers of them.
He could control these Armatures via remote control, as well as
allow them to work on pre-programmed activities. He could
also speak through his Armatures.
Effex is a really big fan of speaking in Hollywood-ese.
History: Effex was a disgruntled former Hollywood special effects designer, who decided to use his talents to make himself famous...or infamous, at least.
(UG#1) - Effex cackled sinisterly in anticipation of launching his assault on Los Angeles.
(UG#2, 3) - Effex started a fire in the woods of Laguna Hills. Ultragirl arrived to try to stop it and got badly burnt while fighting off one of his Armatures in the middle of the fire. The New Warriors arrived to assist, but were frustrated in their attempts to stop Effex, who kept them off balance and guessing on what to react to. Ultra Girl teamed up with the New Warriors, but they were making no headway until Ultra Girl gained a new ability that allowed her to analyze energy patterns. She quickly recognized the real Effex and cornered him. Effex threatened to set off a bomb, but Ultra Girl moved quickly and flew him high up into the air away from anyone else. He set off a bomb in his armor, to go out with a bang.

called MYSTERIO!
Flank McLargehuge tells me that Ultra Girl was initially supposed to take place in the Ultraverse, so I guess the same is true of Effex.
Yeah, the special effects master appeared to die. No way he could have faked that!
CLARIFICATIONS: I thought there was some character in the MU named F/X, but I guess not...
