Powers: Freak Quincy receives all radio, television, and other transmissions directly into his head at all times, which leaves him mentally unstable. He possesses the ability to affect transmissions, as when he overrode Tony Stark's spinal bio-chip, or when he used the satellite uplink of the second Devastator and Stark Enterprises Microwave Transmissions facility to switch the minds of Tony Stark and Valentin Shatalov.
Quincy constantly quoted songs and commercials between his brief moments of clarity.
Quincy lost both arms to an attack by Shatalov, and possibly suffered brain damage from overloading his powers.
History: Freak Quincy's past is unrevealed.
(IM#255) - He had previously received broadcasts in his head, but this was exacerbated immensely by an experimental Microwave Transmissions facility of Stark Enterprises. Seeking to stop the source of the hundreds of voices in his head, Quincy entered the research facility, where he was confronted by Iron Man (Tony Stark). Stark had been paralyzed by a bullet wound to his spine, and had regained mobility through the use of an experimental biochip. Quincy overloaded the chip, temporarily paralyzing Stark until he could activate his armor's servo-motors to move his legs.
At the same time, across the globe in the Soviet Union, two agents, Crimson Dynamo VI and Devastator II were engaging in combat training. The Devastator utilized a microwave uplink to a satellite as his power source. During the training, Devastator maximized his satellite transmission, which interacted with Stark's research facility, and with Freak Quincy, and resulted in the transmission and transfer of Stark and Shatalov's minds into the others' body. Shatalov, uncertain what had happened, recognized Quincy as at least partially responsible, and activated Iron Man's pulse bolts, which blew both of Quincy's arms off. He survived due to immediate cauterization, and was taken to a hospital.
After Stark and Shatalov determined what happened, Shatalov attempted to take advantage of the situation and learn the USA's military secrets. Stark contacted Quincy and had him deactivate the biochip again, in order to slow down Shatalov (in Stark's body). Shatalov put on the Iron Man armor to regain mobility and set out to take vengeance on Quincy. Per Stark's instructions, Quincy activated his transmission power while Stark simultaneously had Devastator attack him (in Crimson Dynamo armor) with his full power. This resulted in the return of the right minds to the right bodies, but Quincy collapsed with a severe nosebleed from the effort.
