Powers/Abilities: Gregari possessed no super human powers. He was a good leader and carried a gun.
History: (WebSpinners Tales of Spider-Man#17 (fb)) - Under unknown circumstances, Gregari became the leader of a group of rebels in the small Balkan nation of Belgriun whose purpose was to overthrow their evil dictator and bring democracy to the nation. They carried on their struggle against the tyrant of their country for an unknown amount of time until the Sinister Syndicate and Doctor Octopus showed up under the false pretenses of wishing to help the oppressed people. Unbeknownst to the rebels, the Sinister Syndicate and Doc Ock only wanted to loot the nation's treasury and leave. With the assistance of the super powered villains, the rebels overthrew their dictator and took him captive.
(WebSpinners Tales of Spider-Man I#17) - As the citizens of Belgriun partied in the streets after their dictator was deposed, Gregari taunted the deposed dictator, pointing out to him how much the people hated him. The former dictator went on to threaten to have Gregari's sons hanged after he returned to power. At that, Gregari walked off with the Beetle and thanked him for his assistance in freeing Belgriun. Later, the people threw a parade in the Sinister Syndicate and the Rebel's honor. Gregari rode in a wagon alongside the Sinister Syndicate as the people cheered for them.
(Webspinners Tales of Spider-Man I#18) - Gregari informed the deposed dictator that they had already captured one of the people sent to rescue him (Spider-Man). He also promised that if Gregari accepted their new government and publicly embraced it, then he would let the dictator live and go free. He also told the dictator that all the riches he stole from the people will be returned to the people. However, Gregari's good mood was spoiled when he was informed a riot had broken out in the town square. He went to retrieve the Sinister Syndicate to help contain or cease the riot, but found them looting the treasury. Gregari pointed his gun at the Beetle and exclaimed he would not let them ruin the people of Belgriun's chance for freedom. Unfortunately for him, Doctor Octopus then came up from behind Gregari and broke his neck.

This story took place between Amazing Spider-Man I#288 and 289
Throughout the story, Beetle was continuously thinking to himself how he liked the cheers of the crowds and was strongly opposed to Doc Ock killing Gregari etc. It was strong foreshadowing of his become the hero Mach-1, 2, 3, 4, and eventually Mach-5 in the Thunderbolts (one of my favorite series ever by one of my favorite writers ever (Kurt Busiek)).
Gregori's last name and the names of the king and his daughter were revealed in Marvel Atlas#1.

The unnamed dictator's family had been the rulers of Belgriun for many generations. He was a tyrant who stole millions of dollars from his people and hanged anyone who complained. After a struggle against rebels that lasted for an unknown amount of time, the rebels of Belgriun, with help from the Sinister Syndicate, overthrew the dictator and took him and his daughter captive. He was still very disagreeable with his captors, and continuously threatened them, very confident he would somehow be reinstated. Silver Sable was hired by a friendly nation to Belgriun to free the dictator and his daughter, and she complied, and recruited Spider-Man who was just interested in freeing the tyrant's daughter. Hydro-Man was sent by Doc Ock to kill the dictator before the Sinister Syndicate left the country, but Silver Sable stopped him and led the dictator out of the castle where he was being held. They eventually defeated the Sinister Syndicate, but destroyed the dictator's castle in the process. The dictator was not very grateful, as his stolen riches had been returned to the people, and it was unclear if he would ever regain his power, or if the people would let him live.
