History:
(Punisher II#64 (fb) - BTS) - The Kingpin commissioned Snakebite
to be the head his plot to use the English Channel Tunnel (Chunnel)
to unite the European crime organizations under his control.
Snakebite was to lead the mission to slay the lieutenants of the
crime organizations while the heads of said organizations were en
route to the meeting with the Kingpin.
(Punisher II#64) - Snakebite and his men were confronted by the Punisher, who had followed him to Europe and tracked him to London. With the aid of Outlaw, the Punisher tracked him to an international haulage company. The overeager Outlaw leapt out of his truck and fired on Snakebite, who dodged and tagged him in the shoulder. Snakebite then took Morgan Sinclair--the engineering supervisor of the Chunnel--hostage, as he and his men fled into the tunnels, leaving their shipment behind.
(Punisher II#65) - Castle tackled and subdued Snakebite, who used his spring action guns to shoot him repeatedly in the chest at close range, knocking him out. With the authorities on the way, Snakebite was forced to flee before he could kill Castle. Traveling to Paris, Snakebite was introduced to his new allies, Batroc, Chauffard, and Rapido. He then led them on a mission to kill Phillipe Delon in Vosges, Western France. They completed this assassination successfully, but were then confronted by Punisher and Morgan Sinclair. The two groups fought, and Snakebite left believing that Castle and Sinclair had died while their helicopter crashed.
(Punisher II#66) - Batroc informed Snakebite
about a threat to their plans: the Bear, a Romanian Racketeer who
sought to exclude the Kingpin from the European crime network.
Snakebite arrived, shot the Bear, and left a bomb to kill
Sinclair--whom the Bear had captured.
The Punisher returned in time to dispose of
the bomb and kill the Bear, who had been wearing kevlar.
(Punisher II#67) - In Geneva, Switzerland, Snakebite attempted to kill the Italian and Swiss lieutenants when they had a meeting. Sinclair scattered the targets, allowing the Italians to flee. The Punisher located and fired on Snakebite, who fled by helicopter while Rapido and Batroc engaged his enemies. Chauffard flew Snakebite after their Italian target, but the Punisher shot out it's tail rotor, causing it to crash. Both Snakebite and Chauffard parachuted to safety, but got hung up in a tree.
(Punisher II#68) - In Spain, Snakebite and his allies killed their target, Paco Cardenas, and left the Punisher to be trampled in a bull stampede, but he survived, of course.
(Punisher II#69) - Back in London, Snakebite joined with the Kingpin and the other agents in attendance of the meeting with the heads of the European crime syndicates. The plan was to assassinate these leaders, and--as the lieutenants were out of action, too--replace them with men the Kingpin had strategically placed, granting Fisk control of the pan-European Syndicate. Castle exposed Snakebite as the intended assassin, but he managed to take out several of the crime leaders anyway. Snakebite escaped the Punisher, but ran into Sinclair, who held him at gunpoint.
(Punisher II#70) - Snakebite popped his guns out and shot Sinclair, but was then assaulted by a furious Punisher. The two fought savagely, but Snakebite managed to skewered Castle in the shoulder and knock him off the roof onto a grate. As he cut the grate's supports, Sinclair smashed into him from behind, knocking him down on the grate as well. As he held onto the grate, gravity pulled the skewer--which Castle had removed from his shoulder--down the grate and deep into Snakebite's neck, and he fell off the grate and crashed through a window below.

There's some back story to the Punisher and Snakebite prior to Punisher II#64, but we haven't seen it yet.
In the Punisher Annual#7, the Punisher posed as Snakebite and interfered with the Architect's Chunnel plot, keeping Rapido off balance as he was sure Snakebite was dead.
His real name was revealed in Tarantula's profile in OHotMU Update 2010#3
