Powers/Abilities: Luis had no superhuman powers and presumably minimal combat skills as he was only a young, pre-teen boy. He was able to hold and accurately fire a large automatic weapon.
History:
(Avengers Spotlight#30) - After the Avenger Hawkeye had
been ambushed and shot several times by the Stone Perfs, it was
young Luis who found him in the ally and called 911 in time for
him to be rushed to the hospital and saved.
(Avengers Spotlight#31) - Luis and his sister, Anita, hit the floor when the Stone Perfs did a drive-by on his house, injuring his mother with their gunfire. Later, he visited his mother in the hospital, alongside his sister, Hawkeye, and Officer Zamora. Hawkeye told Luis to be sure and steer clear of the Stone Perfs, but Luis told him he could care of himself. Later that night, Luis used money from an unknown source to by an assault weapon. Later still, Luis shot and killed Reynaldo Cortizar, an assassin hired by the Stone Perfs backer, Lotus, to kill Hawkeye. Luis escaped before his identity could be discovered.
(Avengers Spotlight#32 (fb)) - A Circle-T was found on the roof from which Luis had fired the shot.
(Avengers Spotlight#32) - Another Circle-T
painted on a wall in East L.A. attracted the ire of a trio of
Stone Perfs. However, Luis than ambushed them and introduced
himself as the Terminizer. They mocked him, until he opened fire
and killed them all.
Later Hawkeye--who had gone on a mission
against the gangsters who had assaulted him--subdued a pair of
Stone Perfs who were assaulting Elena, a young waitress, and he
left them for the police. The Terminizer found them first, and
killed them, marking the spot with his Circle-T. The Terminizer
repaired this pattern, killing at least four other Stone Perfs
that Hawkeye had subdued and left for the cops. Hawkeye was quite
disturbed to learn of the "Circle-T Killer" from a news
report.
(Avengers Spotlight#33) - Luis and his sister visited his mother in the hospital, and his mother told him of Hawkeye's offer to take him on a ride on his Sky-Cycle. Luis assured his mother that all of their recent troubles would soon be over.
(Avengers Spotlight#34) - Lotus had her agent Prince lead the rest of the Stone Perfs into a trap, where other agents of hers killed them all. Prince framed the Terminizer by spray-painting a Circle-T on the wall. Hawkeye took Luis for a ride, informing him of the deaths of the rest of the Stone Perfs, and telling him that he would nail ther Terminizer, too.
(Avengers Spotlight#36) - Luis celebrated his
birthday at a restaurant on Beverly Drive, with his family,
Hawkeye, and Mockingbird. Luis was ecstatic, until seeing Prince
walk by. He identified Prince as a Stone Perf, and Hawkeye went
after him. As Hawkeye struggled with Prince, his gun went off,
and the bullet struck Anita in the chest, apparently killing her.
Luis told Prince he would kill him, and then he vanished. Hawkeye
eventually knocked down Prince, who surprised him by pulling his
gun on him. Before he could fire, the Terminizer struck,
launching a hail of bullets that nearly cut Prince in half,
killing him. Hawkeye confronted the Terminizer, who told him that
his mission was over, and he started to pull his mask off.
Desperate to preserve Luis' freedom and what remained of his
family, Hawkeye stopped him from pulling his mask off, and told
him to go home to his mother.
Hawkeye refused to share the details of his
final encounter with the Terminizer, even with the other Avengers
West Coast, telling them only that he had failed to capture him.

The top image looks nothing like the Terminizer, who is much better represented by the picture to the immediate right. The cover wouldn't have looked so impressive if it was a more realistic likeness, would it?
Hawkeye initially suspected that Officer Zamora might be the Terminizer. Later, when he finally met the Terminizer face-to-face, he recognized his small, masked form.
On Luis' birthday cake, at least ten candles could be seen, and a total of 12-13 were probably present.

Luis' younger(?) sister, she escaped unscathed from the initial assault by the Stone Perfs, and visited her mom in the hospital along with Luis. However, at his birthday party, she was struck in the chest by a stray bullet from Prince, and presumably killed.

The mother of Anita and Luis, she was wounded by the Stone Perf's assault and hospitalized. She initially partially blamed Hawkeye, as it was Luis' act of helping save Hawkeye that had angered the Perfs, but she eventually realized that Hawkeye was part of the solution. After being released from the hospital, she attended Luis's birthday party, where Anita was killed by Prince.
