History: (Thunderstrike#13/2)- Jim Young was sent by the mayor's office to inform Lt. Stone, Captain Conklin and Chief O'Grady of Code: Blue that the city needed to cut $12 million in expenses, including from Code: Blue. He chastised Code: Blue for the amount it cost to send them into action, highlighting their altercations with S.H.I.E.L.D. and Officer Z.E.R.O. When O'Grady found out that a Doombot was running amock, Young attempted to seek another solution by contacting New York's super-heroes, but the Fantastic Four had been disbanded, and the Avengers were absent. Finally he tried the Latverian Embassy, only to be ignored. With no other option, he allowed Code: Blue to battle the Doombot.
Afterward, he informed O'Grady, Conklin and Stone that the firm of Krask and Krask were suing them for the damages caused by the Doombot. He announced that from that point on, Code: Blue would no longer go into action without his consent.
(Thunderstrike#14/2)- Young recalled Code: Blue from a battle with the Wrecker after Conklin sent them out without his approval. Young's solution to the situation was to contact Thor and send him to battle the Wrecker, but after Thor was called back to Mount Wundagore by the High Evolutionary, Young was forced to send Code: Blue to handle the Wrecker.
(Thunderstrike#15/2)- After Conklin authorized Code: Blue to battle the Thermal Man, Young ordered O'Grady to settle the situation by firing her. Ultimately, Code: Blue was shut down by the mayor.
(Thunderstrike#16/2)- Young attended a press conference with the mayor and O'Grady in which the mayor claimed Young was responsible for ending Code: Blue, even though it had been him who shut them down. When Kronin Krask attacked the stock exchange, Young attempted to send the Avengers to stop him, but Hercules was uninterested in the plight of the stock exchange. O'Grady convinced the mayor to reinstate Code: Blue, and after they successfully beat Krask, Young was reassigned to to the Bowery Clean-Up Committee.
