Powers/Abilities: A number of the Council members carried hand-held blaster weapons, and they could rapidly summon powerful combat starships.
History:
(Captain Marvel V#15 (fb) - BTS) - The
Council was convened to discuss the threat of
Captain Marvel (Genis-Vell), whose cosmic awareness had caused him to
go insane.
(Official Handbook of the Marvel Universe A to Z hardcover#10: Shi'ar) - Lilandra was the Shi'ar representative in the delegation, and she served as de facto leader of the Council.
(Captain Marvel V#15 (fb) - BTS) -
At some point, given Genis' heritage as half-Titanian (his mother was
Elysius, genetically engineered on the Saturnian moon Titan by ISAAC
(Integral Synaptic Anti-Anionic Computer) via its' Life-Baths),
Lilandra and/or other parties of the Council summoned the Eternals of
Titan to confront him.
(Captain Marvel V#15 (fb) - BTS) - The Council gathered aboard an unidentified starship.
(Captain Marvel V#15) - The Skrulls stated Genis to be Kree responsibility due to his father, Mar-Vell, having been Kree as well as due to his current costume being that of a Kree captain's universe. The Skrulls continued, noting that the Kree had formed an alliance with the Badoon, "a race so warlike, so vile, they're not even a member of this council."
The Skrull then showed their visuals of Tau Ceti IV, the site in which the Kree were allegedly training the Badoon, only to find that all present had been slaughtered. Captain Marvel then appeared in their midst, taking credit for and making light of the massacre, before threateningly asking them to guess who would be next, after which he vanished.
While some members apparently fled, at least several members -- notably the Kree, Shi'ar, Skrull and apparently the Rigellians -- summoned warships in preparation to deal with Genis' threat. Genis subsequently reappeared aboard a Shi'ar ship, easily dispatching soldiers firing on him, after which he placed himself in the midst of the warships, allowing them to target their fire on and seemingly destroy him.
Despite Lilandra's argument to the contrary, several members considered Genis to have been slain until he abruptly reappeared in their midst. Slaying the Skrull representative when he interrupted, Genis warned the Council that they were going to pose a greater threat to the galaxy than the threat they believed he posed. Genis then gave them a glimpse of the future of Earth-98120, in which the Council's members truly united to conquer the galaxy. He subsequently gave them a week to get their affairs in order, after which he would squish them like bugs.
Although he was already aware of their presence due to cosmic awareness, Lilandra then announced the presence of the Titanians. Despite his awareness, Genis was overwhelmed when his mother, Elysius, whom he believed to have been deceased, showed up and condemned his actions.
(Captain Marvel V#16) - Initially disbelieving and attacking Elysius, Genis eventually
departed, informing the Council that his previous warning/instruction
remained.
Lilandra subsequently warned Elysius that if she was not able to bring Genis under control, the Council would then target both Genis and her with extreme prejudice.
(Captain Marvel V#17) - The
Kree and Skrull representatives met with Lilandra in private, noting
that while they had been posturing previously in the deliberations that
had been broadcast to their respective empires, their truly important
work transpired behind closed doors, where civil tongues accomplished
far more more than belligerence. The Kree and Skrull representatives
suggested that the three days they had given the Titanians to deal with
Captain Marvel had been overly generous, and they recommended that they
instead immediately attack.
(Captain Marvel V#18) - Lilandra and the Kree and Skrull representatives were present on Titan as Eros and Elysius helped Genis come to terms with his cosmic awareness, and they collectively agreed that they still considered Captain Marvel to be a threat. Lilandra advised Mentor that their collective armada encircled Titan and asked if he truly wished to match his people's might against theirs, specifically to "defend this...lunatic."
Mentor tried to assure Lilandra that the Eternals of Titan would help guide Genis to be a great force for good, but when Lilandra noted that may not be good enough, Genis made a dramatic proclamation, vowing and pledging his benevolent goals.
Both the Kree and Skrull representatives were unconvinced and were prepared to unleash their armada, but Lilandra interrupted, advising them that they would leave in peace: She clarified that those were her orders to the ships in her armada and that she suggested that they advise their ships similarly, unless they wished to be at war with the Shi'ar.
Reluctantly complying, the Kree
and Skrull berated each other for allowing this end result, and
Lilandra advised Mentor that they would be watching.
Lilandra subsequently caught up to
her colleagues, advising that they meet up in the near future and talk
about setting aside their differences, designing a proactive program to
ensure their future security. The Skrull representative suggested that
such a union was what Captain Marvel had warned them about, but
Lilandra countered that they would not seek conquest but peace of mind.

Lilandra was not identified in the
story that I saw, but I had always assumed it to be her. Her
identity/presence was confirmed in Official Handbook of the Marvel Universe A to Z hardcover#10: Shi'ar: "Lilandra joined a short-lived alliance with
Kree and Skrulls to handle the growing threat of Captain Marvel (Genis-Vell)”
This would also seem to confirm that
the alliance was formed for the purpose of dealing with Genis-Vell and
dissolved shortly thereafter.
In Captain Marvel#15, Genis showed
the Council members a vision of the future in how they would form a
true union and become conquerors of the galaxy. That vision was part of
the future of Reality-98120, and that Council was called the Council of
Aligned Worlds (composed of, at least, the Kree, Shi'ar and Skrulls).
However, in Reality-616, I did not see the Council group in this
profile referred to anything other than the Council.

They are yellow-skinned humanoids with fiery heads that obscured their facial features. --Captain Marvel V#15 Note: I would think these guys to most likely be Plasmagen like Primo. It has also been suggested that they could be Faltinian like Dormammu, although Faltinians are from another dimension (Faltine) rather than just being extraterrestrials in Earth's dimension. Peter David wrote the story, and he has a pretty solid knowledge of Marvel continuity, so I would think he would make the mistake of having them be Faltininan, but it is also possible that he told the artist to include the Kree, Skrull and Shi'ar, and then gave the artist leeway to pick the others. |
There are two images showing them with what looks like gray or purple
skin, but the one that shows the face most clearly has orange skin. The
image with the least detail confirms that at least two of them were
present. I would attribute the different skin colors to just the
lighting in the room, but perhaps they could change skin color. Or
maybe some have the darker-colored skin and some have orange skin. They have pointed ears and bald heads, with some sort of headband that fits around their ears and extends over the back of their heads. --Captain Marvel V#15 Note: Maybe they are Chameloids or Acheronians, with significant artistic license. Or not... |
They have green-skin and antennae, with their face tapering to a snout
without separate external nasal and oral structures. --Captain Marvel V#15 Note: As suggested by Spidermay, this character has some resemblance to the Rodian race, of which Greedo from "A New Hope" was a member. Perhaps he was just an homage. I think it's a closer fit to a Rodian than this character. The green skin and antennae also fit for the Elan, but the body conformation is significantly different. |

They
have a humanoid facial shape including the form for eyes, a nose and
ears; however, they were either coated in a membrane or perhaps formed
of energy such they did not have any actual eyes or nasal or aural
apertures. --Captain Marvel V#15 Note: The triple band seems really familiar for an alien race to me...the Protar is the closest suggestion I've seen. They were an artificial, Srenesk-created race with the last of them allegedly destroyed during conflicts with James-Michael Starling, but for a star-faring race, they certainly could have continued to exist in some number...and perhaps they rebuilt, further developed themselves, taking on a somewhat different appearance. Their featureless faces also earns points for them being Protar... The pattern is also similar to some of Havok (Alex Summers)'s costumes and the original appearance of Cord's Raiders...but maybe there was a hostess ad with a Kree warrior or android with the same pattern? |
Bald (or perhaps shaving their heads), these guys were otherwise grossly indistinguishable from humans. --Captain Marvel V#15 Note: The solid-raised collars and the diamond motifs on the front and backs of their uniforms seemed significant/noteworthy, but I otherwise could not identify them. They do remind me a little of the Dakkamites, notably Tuumar and Zeneg, as well as one of these guys, who were bald. But, they could obviously be any other humanoid-undistinguishable from humans... |
We
only saw the back of this guy's head, which was pink and somewhat
elongated. He didn't have any hair atop his head, but he did apparently
have external ears. --Captain Marvel V#15 Note: I've got nothing in trying to identify this race. The shape of the head reminds me of these guys; maybe that race has multiple skin colors. |
Like the title says, this guy has red skin, a thick yellow beard (braided in front) and is bald, with prominent brows. --Captain Marvel V#15 Note: He could belong to any red-skinned humanoid race, although he reminds me a little of a red version of the Maestro. He could also potentially be a Sakaarian, although that race had not first appeared (2006) at the time of this appearance. Other red-skinned races include:

With red skin, curved/ribbed horns and pointed ears, they were otherwise humanoid bipeds. --Captain Marvel V#15 Note: They looked somewhat demonic in appearance, but I can't identify any known alien race to which they might belong. |
Lilandra, accompanied by a pair of Shi'ar
warriors, apparently presided over the meeting in the role of
"speaker," attempting to keep things on course despite the in-fighting
between the Kree and Skrulls. When Genis appeared on her ship, she fired at him futilely with a blaster weapon and ordered her crew to do the same. Having contacted the Eternals of Titan for assistance in dealing with Genis, she subsequently advised Elysius to deal with Genis or the Council would go after him, and her as well. --Captain Marvel V#15 Note: Other Shi'ar were present aboard the ship, and they followed Lilandra's orders to attack Captain Marvel when he teleported into their midst. There is no evidence to support whether the two Shi'ar present alongside Lilandra or otherwise crewing the ship are any Shi'ar we've seen before. |
The Skrulls spent much of the delegation arguing with or insulting the Kree. When one of them interrupted Captain Marvel, Genis shot him, apparently killing him. --Captain Marvel V#15 Note: Obviously Kree are shown in the background in the image to the right, and a Rigellian to the Skrull's right, but I think it's clear who is who. There is no evidence to support whether the three Skrulls seen here are any Skrulls we've seen before. |
This race/representative notably has a single cyclopean eye (with
either a yellow iris or sclera), yellow-green skin, no external nasal
or aural structures, and vertical skin folds along the neck. --Captain Marvel V#15 Note: I don't think this race matches any other known race perfectly, but I feel like these guys were meant to be Xeronian and just used WIDE artistic license. Take a look at this image. There's some discussion in the comments about the number of eyes possessed by Xeronians. Obb is another yellow-skinned cyclopean extraterrestrial, but he is much bigger and has four-arms. Megans are cyclopean, but red-skinned with large ears and a different appearance. An unidentified tentacled cyclopean being was a member of the Shi'ar Imperial Guard, but it had a completely different body conformation. These members of the Exto-Clan also are Cyclopean, but with a completely different head shape. This giant extraterrestrial robot was cyclopean, but, you know...giant robot... Same deal with the Cyclops robot sent to Earth by the A-Chiltarians. |
Possessing yellow-skin, this race is otherwise humanoid in appearance. They wore decorative, crown-like helmets with an open top and three projections extending around the front and sides. --Captain Marvel V#15 . Note: The crown-motif seems familiar, reminding somewhat of characters based on playing cards, but I otherwise can't identify this race. . Other yellow-skinned extraterrestrial races include:

After Captain Marvel told the Council that he had slain a group of Kree
and Badoon and hinted that some of them would be next, several members
of the Council -- notably the Kree, Shi'ar, Skrull, the bald pink-skinned humanoids and
apparently the Rigellians -- summoned ships to be prepared to challenge Captain Marvel. The only ship that was identified (beyond the ship on which the Council had gathered) was the Kree ship Belarius. . . . . . . . . . . . |
Captain Marvel subsequently teleported himself into the Shi'ar ship and then placed
himself
in the midst of the warships, allowing them to target their fire on and
seemingly destroy him.
