History:
(Ghost Rider 2099 I#18 (fb) - BTS) - At some point after their creation the Cybertek Mark Nine Demolishers were stored in the Vault of Forbidden Science amongst other technologies that were deemed too dangerous to exist, but too valuable to be destroyed.
(Ghost Rider 2099 I#18) - Kabal of the Undernet sent his agents Koda, Ice 9 and Warp Angel to the Vault of Forbidden Science to retrieve a list of items for him. Their ally Neurodancer shut down the security systems before Warp Angel teleported Coda, Ice 9 and himself into the Vault. To the group's surprise the security systems were already online again when they arrived in the Vault and the Vault's Keeper sent the Demolishers after the intruders when they were unable to provide a valid authorization override number. The Demolishers attacked the three intruders. Coda fought back against the Demolishers while Ice 9 informed Kabal that the mission had gone sideways. Kabal was sure that they had been betrayed by someone within the Undernet. (see comments)
(Ghost Rider 2099 I#19) - The Demolishers fought the intruders until Coda ordered Ice 9 to forget about the list of items they were supposed to get and just take whatever he could get. Coda kept fighting the Demolishers while Ice 9 took some Adamantium. Warp Angel then teleported them and himself out of the Vault.

Cybertek Systems Inc. was behind reverse-engineering Earth-7484's Deathlok to create their own cyborgs. On Earth-928 they apparently kept going until they eventually created the Mark Nine Demolishers.
It was probably not a coincidence that the original Deathlok from Earth-7484 eventually changed his moniker to the Demolisher and on Earth-928 Cybertek created cyborgs known as Demolishers. Maybe the older Demolisher was the template for Cybertek's line of Demolishers. I know that he already was, but maybe Cybertek got their hands on him again on Earth-928 and used the older version of Earth-7484's Deathlok for their later cyborg lines.
In Ghost Rider 2099 I#25 (May, 1996) it was revealed that the Ghostworks had reactivated the security systems at the Vault in an attempt to cause discord among the members of the Undernet to prevent them from getting anything done. The Ghostworks were the artificial intelligences behind the creation of Ghost Rider 2099.
