Powers/Abilities: Dr. Snaffle is a brilliant
but erratic scientist and biophysicist who can create artificial life
(or reanimate life from composite tissue). He is reclusive, secretive
and murderous, and has his own secret laboratory. He is armed with a
handgun.

History:
(Ziggy Pig - Silly Seal Comics#2/1 (fb) - BTS) - The
brilliant but deranged biophysicist Dr. Snaffle created his humanoid
being he disparagingly called Monster. Eager to prove himself as a
creator, he nevertheless wanted to keep his work secret and was
prepared to destroy evidence and flee if discovered.
(Ziggy Pig - Silly Seal Comics#2/1) - Dr. Snaffle
finished his work on Monster, which rose from its table and wandered
outside despite Snaffle's order otherwise. Coincidentally, Silly Sally
and Ziggy Pig, who had just seen the horror film "Frankenstein the
Monster" and were suitably frightened, were passing by Snaffle's lab.
Monster
bundled one scared young adventurer under each arm and returned to the
lab. Surprised, Snaffle considered them for dinner, but was more
concerned about being discovered. He tied the young duo to a
clock pendulum set minutes from striking a pile of explosives to
destroy the lab, and fled with Monster in a car. However, the momentum
of the pendulum swing was such that the Ziggy and Silly fortunately
slipped off their restraints and out through the window where they
coincidentally fell into Snaffle's getaway car. Snaffle immediately
stopped to eliminate his foes, but Silly Seal's clumsy antics resulted
in Snaffle and Monster getting knocked out. A passing police officer
took the villains to court where Snaffle was sentenced to jail and
Monster sent to the zoo.

You'll note Dr. Snaffle's Monster has bolts in his
temples, somewhat mirroring the bolts in the neck of the Frankenstein
monster in the 1931 film.

Dr. Snaffle has no known connections to:
Monster was a creation of Dr. Snaffle. He(?) had
brutish strength and low intelligence, and was (mostly) quickly
responsive to his creator's commands. He spoke in incoherent
consonant-laden grunts. After "activation", he wandered outside
Snaffle's lab, where encountered the frightened Ziggy Pig and Silly
Seal. He
bundled one under each arm and returned to the lab. Determined that his
work not be discovered, Snaffle left the frightened pair to die in an
explosion while he and Monster fled in a getaway car, but luck let the
hapless young pair escape and fall into the getaway car. Snaffle
stopped to eliminate his foes, but Silly Seal's clumsy antics resulted
in Snaffle and Monster getting knocked out. A passing police officer
took the villains to court where Snaffle was sentenced to jail and
Monster sent to the zoo.
