Powers/Abilities: Dusk presumably had
the same powers as Spider-Man of Earth-616 including superhuman
strength, agility, the ability to cling to solid surfaces and a
danger-warning Spider-Sense.
He also wears the Dusk suit which
presumably allows him to become invisible to their naked eye and is
equipped with small wings capable of gliding through the air for short
distances.

History: (Spider-Verse I#2 (fb) -BTS) - Dusk was recruited into the Multiversal Spider-Army to help defeat the Inheritors of Earth-001.
(Spider-Verse I#2)
- Dusk joined numerous other Spider-totems on Earth-001's Loomworld in
a battle against the Inheritors.
(Spider-Man IV#2 (fb) - BTS) - At some point, Dusk was
corrupted by Earth-616's Shathra the Spider-Wasp and transformed into
one of her insectoid servants alongside many other Spider-totems from
across the Multiverse.
(Spider-Man IV#2) - As Shathra plotted against the few
remaining Spider-totems that had not yet been corrupted and converted
to her cause, Dusk and Shathra's entire corrupted army stood by her
side.
(Spider-Man IV#3) - Alongside the rest of Shathra's corrupted
Hive, Dusk was sent to attack the Spider-totems in a Delvadian temple
on Earth-616.
(Spider-Man IV#4) - Following the seeming erasing of
Earth-616's Spider-Man from existence, Dusk was among the many Hive
members still up and attacking the remaining Spider-totems, Earth-616's
Arana and Earth-194's Night-Spider.
(Spider-Man IV#7) - After being freed from Shathra's control,
the restored Dusk and a slew of alternate reality Spider-totems were
deposited onto Earth-616, where they were immediately drawn into a
battle against a gigantic Shathra. Upon Shathra's defeat, Dusk and the
other Spider-totems witnessed the restoration of Earth-616's
Spider-Man, Spider-Woman (Jessica Drew) and the forgotten young
Spider-Boy.

"Dusk"'s physical stats are based on Peter Parker of 616.
We don't have 100% confirmation that this particular Dusk counterpart is Peter Parker underneath the costume. We do know that it is a male so it's likely not a counterpart of Cassie St. Commons and since "Dusk" shows up with several other Spider-totems, it seems likely that it is a counterpart of Peter Parker or...at the very least, it's a counterpart of someone who has Spider-powers. Otherwise, he would not have been drawn into the Spider-Verse war against the Inheritors. Speaking of names, we don't have confirmation that this character was actually called Dusk though it seems VERY likely, given the costume and the identity used while wearing this costume by Earth-616's Peter Parker...
Regardless of who it is under the costume, we are also not given an origin for this counterpart of Dusk so we don't know if he gained powers by mutation, mutant genetics or some other form of empowerment.
We only see Dusk's completely
black hand in Spider-Man IV#4 so one might argue that the hand belongs
to a different Spider-totem drawn to be in a shadow but considering
Dusk was seen in one panel of #3 attacking Night-Spider, Spider-Man
& Arana, it stands to reason that he'd still be there in #4. On a
similar note, Dusk is incorrectly drawn in one panel without the
Spider-Man-like eyes on his facemask (see
above crowd shot headshot image) in his brief appearance in Spider-Man IV#7.
