Powers/Abilities: Jigsaw 2099 was a patchwork creature with a body stitched together from various parts including those from monstrous animals. His right arm was completely composed of mechanical parts and ended with a large, razor-sharp blade on the end where his hand would be. On his left side, he possessed two left arms, one from a large beast with sharp claws on each finger and another that was completely cybernetic. His legs appeared to be animal-like in nature and were capable of moving his heavy body with surprising speed.
He also appeared to have
superhuman durability, sufficient to withstand a plasma cannon blast to
the chest at point-blank range with no damage whatsoever and a
fifty-thousand volt charge with only minimal damage. He was also able
to withstand gunfire.

History:
(Savage Avengers II#7 (fb) - BTS) - A man was
transformed into a Deathlok cyborg and over time, he had other body
parts (including some from animals) stitched onto his cybernetic form.
(Savage Avengers II#7) - Years
later, when the reality-displaced Savage Avengers of Earth-616
infiltrated Earth-22925's Hellrock prison in an effort to free the
imprisoned Doom 2099, Jigsaw 2099 was among the Deathloks there who
fought to stop the Savage Avengers. Upon seeing the heroes, Jigsaw
announced that he had been waiting years for new specimens, noting that
the Savage Avengers would make fine spare parts for him. Jigsaw quickly
lunged at Earth-807128's Deathlok, who blasted Jigsaw in the midsection
to no effect. Smashing Deathlok against a brick wall with one of his
monstrous arms, Jigsaw remarked that Deathlok-807128 would come up
short-handed in a physical throwdown. He then turned his attention
towards the Savage Avengers' Black Knight, curious what the hero was
tinkering with. Black Knight showed him the device but plunging it into
Jigsaw's chest, sending nearly fifty thousand volts right into the
patchwork man. Only slightly stunned, Jigsaw got right back to his
feet, prompting Black Knight to call for a backup plan of attack. His
teammate Cloak then opened his cloak and gunfire erupted from it,
hitting Jigsaw as the Savage Avengers' ally, Punisher 2099, rode into
battle through Cloak's cloak.

Oddly enough, Jigsaw just kind of
shows up without any explanation in the Hellrock prison. He appears to
be a Deathlok (given that he is specifically called a cyborg) and
certainly assists the Deathloks against the Savage Avengers. My theory
is that he was some sort of higher-ranking Deathlok who was allowed to
torture the prisoners at Hellrock since he refers to the Savage
Avengers as new "specimens." That line suggests to me that he was
probably based there and experimented on the prisoners, grafting parts
of their bodies onto his own. Almost as quickly as he appears, he
essentially disappears. We see him getting hit by Punisher 2099's
gunfire as Punisher enters the prison through Cloak's cloak then we
never see Jigsaw again. Almost immediately after Punisher shows up,
everyone present is downed by D.E.A.T.H.D.O.K. but we don't Jigsaw
being downed and by Savage Avengers II#8, the team has already gotten
themselves out of Hellrock. Given that Jigsaw survived getting hit with
plasma cannon blasts at point blank range and having fifty-thousand
volts ran through his body, I seriously doubt Punisher's gunfire did
any real damage to him.
