Powers/Abilities: As a Rigellian, Nelet Pa may or may not be able to project a "mind-thrust" of psychic energy to incapacitate another living being (even superhuman ones). He may or may not have been able to control minds, communicate via telepathy and mentally alter his physical density to increase his strength.
Like many Rigellians, Nelet Pa may have considered other lifeforms to be
inferior and he felt that colonizing their worlds was the Rigellians right.
Despite Earth heroes, notably
Thor, repeatedly aiding the Rigellians, he apparently blamed humanity
for problems the Rigellians had brought on themselves.
History:
(Maximum Security: Dangerous Planet#1 - BTS) - Nelet Pa -- accompanied by at least two unidentified
Rigellians and an undesignated Recorder -- served as the Rigellian
delegate to the Intergalactic Council during a meeting on the planet Selandiar convened to discuss the entry of the Ruul into the Council.
They listened silently as Skrull Ambassador Kreddik demanded that the question of the threat that humanity posed to the civilized races of the universe be raised and the matter judged by M'Ndavian justice, and as council leader Lilandra announced that the matter would be discussed and adjudicated following a full report by a neutral party.
After Lilandra had
introduced and was addressing the Ruul, however, she was interrupted
and then shared a recording of the planet Krylor's destruction by the
insane Ego the Living Planet. She subsequently assured the ambassadors
that the Council forces would unite to defeat Ego.
(Maximum Security: Dangerous Planet#1 - BTS) - "Weeks" later (see comments), when Ego was attacking Selandiar, the Earth mutant Charles Xavier harvested "psychic
power" to be used to shut down Ego's insane mind with the aid of the telepathic Skrull mutant Zcann of Cadre
K. Additionally, the Silver Surfer assaulted Ego's physical form with
the power cosmic, making him more susceptible to mental assault.
However, at that time, a Ruul weapon assaulted and incapacitated Ego,
and the Ruul were largely credited for stopping Ego by the Council,
many of whom were embarrassed at being even partially in debt of the
human (Xavier)-led Skrull mutants and/or the Silver Surfer, who was
also closely affiliated with Earth.
(Maximum Security: Dangerous Planet#1) - A day later, the Intergalactic Council addressed the question of humanity's threat. As Lilandra tried to argue the valor Xavier and Cadre K had shown against Ego, Nelet Pa interrupted, noting that were it not for Thor, a champion of the humans, Ego might never have ventured forth from the Black Galaxy in the first place. He further queried his Recorder if that was not the case, and the Recorder confirmed that Nelet Pa's words were accurate.
Lilandra considered
that it was the Rigellians who sent Thor into the Black Galaxy to
confront Ego, but she reasoned that those present were not in any mood
to listen.
Ultimately, the last of the M'Ndavian Judgment Gems turned black, indicating that all of the members of the council had reached a guilty verdict against the human race.
(Maximum Security#1 (fb) - BTS) - The Intergalactic Council voted that that the human race was to be contained on their homeworld, and Earth's stellar system was quarantined. To distract humanity from freeing itself, the Council also decided to use Earth as a prison planet where the lawless, the unwanted and the untameable of the galaxies would be sent.
(Maximum Security#3 - BTS) - Nelet Pa -- as well as his associates and the Recorder -- was presumably still on Selandiar when the Kree Supreme Intelligence appeared to the Intergalactic Council in the Council Chamber and revealed how it and the Kree (as the Ruul) had manipulated them and had already begun to take back their interstellar empire.

Rigel?
The Marvel Database entry on Nelet Pa notes:
I
think "Rigel" refers to the Rigellian Empire. I believe this story was
very close in time to the devastation of the replacement Rigel-3 by the
Thanosi doppelganger, so perhaps at the time of the story, it was not
sure where the Rigellian Empire was based. Additionally, I don't recall
anything about the Rigellians having abandoned or lost their original
planet. As far as I know, they originated on Rigel-3 (the one destroyed
by the "Black Stars" / Rhunians) and spread from there due to
overpopulation.
Rigel
is actually the star about which Rigel-3 orbited, with the -3
presumably indicating it was the third one from the planet, rather than
the third would colonized by the Rigellians. However, it COULD be both.
Weeks are obviously
subjective, as they related to a cycle of days (generally referring to
a planetary rotation), which will be a different length of time for
each planet/race.
I would ASSume that weeks either relates to:
(1) Seven terrestrial days (a week on Earth), as that would be the normal perspective from the writer and reader
(2) Some undefined time period established as a standard week (based on their established standard time period of a day)
(3) Something else...
Up until doing this profile, I
had always thought the Nelet Pa was one of the two Rigellians pictured
on page five. However, not only does Nelet Pa have a completely
different uniform color & pattern and helmet shape, he clearly
looks different, with thick eyebrows and a thick beard (without a
mustache); both Rigellians on pg. 5 are much more clean-cut, although
one in blue may have something of a soul patch.

Nelet Pa should be distinguished from:

(Maximum Security: Dangerous Planet#1) - Two other unidentified Rigellians as well as an unidentified Recorder were also present with the Intergalactic Council during the discussions of humanity's threat to other worlds, during the introduction of the Ruul and the monitoring of the conflicts with Ego. Unlike Nelet Pa, the other Rigellians were not observed to have any speaking roles. They may or may not have participated in the M'Ndavian Justice decision to try to quarantine humanity on Earth. . (Maximum Security#3 - BTS) - Nelet Pa -- as well as his associates and the Recorder -- was presumably still on Selandiar when the Kree Supreme Intelligence appeared to the Intergalactic Council in the Council Chamber and revealed how it and the Kree (as the Ruul) had manipulated them and had already begun to take back their interstellar empire. . --Maximum Security: Dangerous Planet#1 . Note: I would presume that the Recorder in this image was the same one later shown next to Nelet Pa. A Rigellian appeared on the cover (partially covered by a translucent image of Ego). While his helmet did not quite match that of any of the Rigellians seen in that issue, his facial hair and helmet color/pattern were closed to the blue-helmeted Rigellian in the image to the left. So, either that was him in that symbolic image, with some artistic license in his appearance, or there was a fourth Rigellian in this issue. |
