Powers/Abilities: Oog was much larger in size than a normal Earth human with strength and durability to match his size, though these physical attributes did not appear to be superhuman.
He had access to advanced Martian
technology such as rocket ships capable of flying faster than the speed
of light and he always carried two ray guns holstered at his hips.

History:
(Captain America Comics I#70 (fb) - BTS) - Oog became a warlord on
Mars, his name revered by a certain group of Martian warriors.

When Earth's Professor Kendall Kulto used his Atomic Powered Planet
Mover device to move the planet Mars closer to Earth, many Martians
invoked Oog's name as their planet began moving. Once Mars had moved
into a close proximity to Earth, Oog ordered his Martian fleet to
attack Earth and, following hours of Martian attacks, the fleet landed
and one of the Martians placed a Martian flag on Earth and proclaimed
ownership of Earth in Oog's name. Numerous Earth countries banded
together in a futile attempt to fight back against the Martian invasion
and when things seemed the most dark, Captain America (Jeff Mace) snuck
into one of the Martian ships, only to be gassed. When Cap awoke, he
found himself facing Oog. Oog proclaimed that, as the most perfect
Earthling he had yet found, Captain America would make an ideal
candidate to deliver an order of surrender to Earth's rulers. Informing
Cap to tell Earth's leaders to surrender within twenty-four hours or
risk the deaths of Earth's entire population, Oog decided to accompany
Cap on his message delivery mission in order to sneer in the faces of
Earth's leaders.
Along the way to New York City to
deliver the message, Oog gloated about how many centuries Mars had
dreamed of conquering Earth and when they arrived, Oog bragged about
how New York City had been nearly demolished by his fleet's attacks.
Feigning need of a "radio-ray machine" to deliver his message to the
leaders, Captain America led Oog to the now-deceased Professor Kulto's
laboratory, where his sidekick Golden Girl was waiting. Oog then
happily watched as Cap activated Kulto's Atomic Powered Planet Mover
while claiming it was the "radio-ray machine." Cap then announced his
plan completed and a confused Oog asked where Earth's leaders were.
Captain America then revealed that he had tricked Oog and had instead
used the Atomic Powered Planet Mover to force Mars back into its
original orbit. Dumbfounded, Oog frantically rushed to the screen on
the Atomic Powered Planet Mover and watched as Mars moved further and
further away from Earth. Cap then announced plans to deal justice to
Oog but Oog proclaimed Cap to be a fossil that would be crushed like a
matchstick. Before Oog could even land a hit on Captain America,
however, Cap easily knocked Oog down then flipped Oog into the Atomic
Powered Planet Mover, destroying the machine and breaking Oog's jaw.
Cut off from their supply line on Mars, the Martians began to starve,
unable to eat Earth food, and they eventually futilely flew back into
space, knowing they could never reach Mars but determined to die in
space as a warlike people rather than starve to death on Earth.

Oog's hair was never seen but a Martian native at one point exclaimed "By the beard of Oog!," suggesting that Oog did have some sort of facial hair. Throughout the story, Oog's chin was obscured by his space suit so it's very possible Oog had a little soul patch of chin hair but we never saw it and therefore, could not confirm what color it was.
Over the decades, we have seen many races existing on Mars and called "Martians." With this in mind, I'd guess Oog's Martians were likely just a more warlike faction of humanoids that lived on Mars alongside other races and of course we haven't seen them in any other story because they all died in space on their way back to Mars...
Despite the issue having a publication date of January 1949, the modern OHotMU entry on Jeff Mace (Patriot/Captain America) states that the Martian invasion occurred in Fall 1948. Perhaps Oog and his fleet attacked Earth in Fall 1948 and remained, demolishing several cities in the process, for several months until Captain America defeated them in January 1949...?
Oog presumably died with the rest of his Martian fleet during their attempt to fly back to Mars.
