managed the bureaucratic burdens of the Zoo taking into consideration
the health of his staff and its animals.

History:
(Shanna the She-Devil#1) - Dr. Parkins was the director of the Municipal Zoo. He knew
about the tragic past of Shanna O'Hara, when, still a child, her mother
had been killed in a hunting accident.
For three years he saw Dr. O'Hara studying and caring
the leopards to the zoo as a veterinarian, and he regarded her as an esteemed ecologist.
Parkins noticed that all over the
country, there were too many vandalism episodes into zoos.
(Shanna the She-Devil#1 (fb)) - In those days, Parkins spotted some young men, visitors, throwing burning cigarettes at the zoo lions. In the same days someone thrashed the aquarium, feeding the seal cub broken light bulbs, killing them.
One night, vandals introduced into the
Zoo and shot many other animals using a rifle. Among them there were the
leopards cared by Dr. O'Hara.
(Shanna the She-Devil#1) - Learning about the tragedy, he
called his collaborators: Dr. Shanna O'Hara and Dr. Gallo.
When Dr. O'Hara arrived she jumped into the African Plains exhibition. Nobody wanted to approach the dying felines because it was too dangerous. Nonetheless, Dr. Parkins trusted Shanna. Unfortunately, one of the Police officers shot Julani, the mother leopard which peacefully approached Shanna, even if wounded. Dr. O'Hara lost another thing she loved.
Shortly thereafter in his office,
Parkins demanded to a police lieutenant more protection. He also had an
idea about Dr. O'Hara and her love for those animals. When Shanna came
back from the cages where Julani's cubs were held, Parkins tried to
talk to her, but she was too shocked from the events and announced that
she was leaving the job. The doctor convinced her to talk again about
her plans the day after.
The next day at the Zoo, Dr. Parkins told Dr. O'Hara about a project they were starting, a project very similar to the Adamsons' project with their Elsa, the tamed lioness. He proposed Shanna to go to the Dahomey reserve in Africa, and take with her Ina and Biri, the leopard cubs of Julani, to reintroduce them in their natural environment. Dr. O'Hara was very happy to accept the proposal.
Years after, the cubs grew, becoming
adults, and strict pals of Shanna the She-Devil.

Parkins' first name was revealed in the "Women of Marvel - Celebrating Seven Decades Handbook", in Shanna's profile.
The Man's brutality described by the
story (against the captive animals and the nature, in general) was
enhanced by the radio news reporting U.S. soldiers in Vietnam and a bomb
exploding in Belfast. Those events delimited a chronicle context.
Following the tamperings with the time-space continuum, and the Secret
Wars II/Battleworld results, those historical events are now too old to
fit anymore Parkins' and Shanna's history.

Dr. Gallo worked at the Municipal Zoo
with Fraser Parkins and Shanna O'Hara.
He was aware of the vandalism episodes
happening in the zoos of the country.
When the animals were shot by the vandals, Gallo arrived at the zoo before Shanna. He noticed the bodies of the animals, supposing they were dead, but nobodi, including himself, dared to step into the felines' exhibition area to check. They all knew that a wounded wild big feline was extremely dangerous. He tried to explain his motives to Shanna, but he could not stop her when she jumped into the African pit. The officers were aware of the danger and kept their eyes on the doctor. Meanwhile Gallo left to pick the tranquilizer gun.
He came back too late. When the NYPD officer saw the wounded female leopard Julani approaching Shanna he shot, killing the animal.
Shanna's loathing of firearm led her to smash the
killer gun and hurl it Gallo who wasn't able to abject
anything.
Dr. Gallo was present, later, when Parkins talked with the
Lieutenant about protecting the zoo, and he heard the director speaking
about Shanna's mother's death.
