Powers/Abilities: As a vampire, Raoul had superhuman
strength (likely lifting around 1000 lbs.) and required regular blood meals to
survive.
He was athletic and agile, able to do flips and bound back and forth. He could leap atop a moving bus.
Further,
feeding on a human victim would turn that victim into a
vampire, depending on the extent of the feeding and other
circumstances.
Those he vampirized may or may not have been subservient to him.
He certainly had a vulnerability to a wooden stake (or the pointed handle of an umbrella) through the heart, and he presumably had the other standard vampire vulnerabilities, such as to sunlight, religious icons, garlic, and silver.
When fully fed, he could likely heal rapidly from non-fatal wounds.
He may or may not have been able to mesmerize humans with a gaze.He may or may not have been able to transform into a normal-sized or giant bat or into a wolf or mist.

(Deadpool: Dracula's Gauntlet#1: Chapter Two (fb) - BTS) - Dracula plotted to marry Shiklah to unite the monster world and end a feud that had simmered for centuries. As certain monsters and vampires wished to prevent this marriage, Dracula resolved to enlist Deadpool to recover Shiklah's coffin. After traveling to an English mansion, Dracula sent the vampire Raoul to give Deadpool an invitation to meet with him.

Dracula's Gauntlet#1: Chapter One) - Raoul delivered the invitation to
Deadpool in one of his pouches while he was recovering from a bullet
wound to the head and while lying on a park bench. Regaining
consciousness and sensing Raoul's standing over him (without realizing
what he had done), Deadpool grabbed his arm and flipped him over the
bench, glimpsing his fangs in the process and realizing he was a
vampire.
Raoul then vaulted over Deadpool,
bounded onto the bench and then onto a nearby bridge, upon which he
fled on foot. When Deadpool followed and kicked Raoul in the back,
Raoul replied that he had delivered his message. Having no idea Raoul
was talking about, Deadpool tackled him.
Rolling the attack to land on top
of Deadpool, Raoul insisted that his master would be displeased if he
knew that things had become physical. When Deadpool replied that he was
a very confusing vampire, Raoul bit into his forearm. After Deadpool
kicked him off, Raoul spat out the blood, noting that Deadpool tasted
terrible, but Deadpool advised him that there were worse tasting parts
of him.
Frustrated with the chasing, Deadpool told Raoul to face him like a man or man-type thing or whatever. Instead, as a bus passed between them, Raoul vaulted on top of it. Surprised when his foe had seemingly vanished, Deadpool questioned whether British vampires could turn invisible, and he then began swinging his sword in the vicinity, hoping to hit Raoul.
Barely believing Deadpool's
behavior, Raoul departed in silence, eventually reaching Dracula's
mansion, Raoul leapt to its doorstep, used the key to unlock the door
and enter, and then called out to his master that the message had been
sent and that he had not been followed.
However, having eventually realized what had happened and having followed Raoul, Deadpool then punched him to the ground, grabbed an (apparently wooden) pointed-handled umbrella, and shoved it through Raoul's back. Although Raoul screamed in pain, Deadpool realized that he had stabbed him in the wrong side of the chest, and so he pulled the umbrella out and skewered again.
Raoul asked his master's forgiveness before perishing.
Dracula confronted Deadpool,
clarifying that Raoul had given him an invitation and that he had
wanted to hire him. As Dracula noted that he was having second
thoughts, the umbrella popped open, and Raoul turned to dust.
(Deadpool: Dracula's Gauntlet#1: Chapter Two) - After Deadpool proved immune to Dracula's mind control, Dracula hired him to recover Shiklah.

Deadpool only learned Raoul's name from Dracula after Raoul's destruction.
Raoul tried quite hard to
peacefully deliver the message to Deadpool and avoid conflict, but
Deadpool just was not having it.
