History:
(Marvel Two-in-One I#44 (fb) - BTS) - The past and true nature
of the Ravagers of Raguu is unrevealed, but at some point they
apparently battled the Thing and Iron Man (see comments).
(Marvel Two-in-One I#44) - The Thing was spending the day at Camp Run-A-Mok, where he told some restless children a thrilling tale of how he and Hercules battled Krokarr, Manduu, and Y'Androgg.
After the Thing finished his story, the kids were so entertained by it that they begged him for another, so he promised to tell them about the time that he and Iron Man took on the Ravagers of Raguu...

And that one word-balloon in the very last story-panel is all we ever saw of the Ravagers of Raguu, so their story remains untold--it only took two decades until we finally saw Aunt Petunia, so it's about time these guys actually appeared!
Since their title is plural, obviously there were at least two of them, but nothing else was ever revealed. I guess they could be an extraterrestrial race, or followers of some demonic cult, or your-guess-is-as-good-as-mine.
And it was unrevealed to exactly which Iron Man that the Thing was referring--most likely it was Tony Stark, but it's possible it could be one of the "substitutes" who were known to have worn his armor when Stark was otherwise occupied (e.g. Happy Hogan, Eddie March).
