Powers/Abilities: Tin Man is a murderous self-aware robot with contempt for humans for unrevealed reasons. He has an animated face to project its emotions. He has the strength of about two fit men and can run as fast as an athletic man. His body appears to composed of tin-plated steel (see comments) or similar, and he is susceptible to bullets.

History:

(Ziggy Pig - Silly Seal Comics#2/4 (fb) - BTS) - Tin Man had become a menace to the point that a $5000 reward had been set for him and advertised in the city newspaper.

(Ziggy Pig - Silly Seal Comics#2/4) - Locals Creeper and short son Crawler decided to hunt Tin Man down, but the devious Tin Man had already found them and, after Creeper threatened to defend himseld with simple can opener, the metal man meanly bundled them into a nearby barrel, kicking it down the street where it cracked apart against a pole. Creeper chose to disguise Crawler in a tin suit similar in design to Tin Man's and Crawler soon encountered the villain. Crawler declared himself a relative and Tin Man conceded he looked a little like his Uncle Scrap. Tin Man offered the disguised Crawler a treat: to kill his next victim, but Crawler instead took the knife and quickly freed the bound girl and they fled. Angered at the duplicity, Tin Man hid near a window amongst metal cylinders; when Crawler tried to escape with the girl, Tin Man confronted and menaced them. But Creeper had meanwhile secured a giant magnet outside the building that suddenly pulled Tin Man out the window and held him secure. Creeper and Crawler waited for the police to arrive before releasing Tin Man, and the menace was taken away at gunpoint with the policeman thinking Tin Man would add to the police's scrap drive.

Tin is weakly magnetic under normal conditions, so for Tin Man to be captured by a magnet, his tin frame had to be combined with a magnetic metal, so his shell was likely tin-plated steel, popular for the era.

It's possible Tin Man is a cyborg, but given the design and era (robots were far more vogue than cyborgs), I've classed him as an android/robot.

Yes, the opening (main) picture shows him with blue eyes, but the rest of the story shows him with black eyes.
