History:

(Homer, the Happy Ghost#7/1 (fb) - BTS) - The criminal White-Sheet Willie, so called because he always wore a white sheet to hide his identity, escaped police custody near Ghost Town where Homer Ghost lived. This sparked a large police manhunt with a warning over the radio. Armed with a handgun, White-Sheet Willie hid an alleyway.

(Homer, the Happy Ghost#7/1) - Homer heard the radio warning but innocently ignored it as he ventured into town to buy a notebook. Flying in the air after a case of mistaken identity with police, Homer saw White-Sheet Willie and floated down to investigate. White-Sheet Willie was angry at Homer's seeming imitation in appearance, but when Homer declared he wanted to catch the crook, White-Sheet Willie tied Homer up in rope, but the ghost just walked through it. The commotion caught the attention of the police and both were taken in a police van to the court where the judge ordered the sheets be removed. White-Sheet Willie was instantly revealed but when the police, judge and crook all discovered that Homer was truly a ghost, they ran away scared, with White-Sheet Willie begging to be arrested to escape the ghost.

Just like Disney's criminal Beagle Boys, this villain also wore an eye mask to (further help) hide his identity(!).

Hm. White man in a white hood-like sheet. Did Stan Lee see the implications? Maybe so, given the prominence of the civil rights movement around that time. Or maybe I'm just reading too much into a Stan Lee comedy script.
