History: (Soviet Super Soldiers#1 (fb, BTS))- Fyodr Shelkov served as the Supreme Soviets' liaison in their early years. He originally called their android member Sputnik "Anatoly."
(Soviet Super Soldiers#1) - After the Supreme Soviets defeated members of the Finnish underground, Shelkov took the Crimson Dynamo aside to inform him that his army service extension to the Supreme Soviets had been rescinded, and that they were to meet with Valentin Shatalov in Moscow to determine the fate of him and his armor. When they confronted Shatalov, he informed the Crimson Dynamo that in order to remain with the Supreme Soviets, he would have to undertake a mission to revive the Titanium Man for them.
Shelkov held a meeting with the Supreme Soviets and informed them that they would likely not see the Crimson Dynamo again, as his mission to revive the Titanium Man had been orchestrated by Shatalov to discredit him. Shelkov also confronted Valeri Sovloyev, the human identity of Perun, who was reluctant to become Perun again as it separated him from his family. As Shelkov and the Red Guardian attempted to persuade Sovloyev, Dmitri Bukharin, formerly the Crimson Dynamo, arrived to inform them that he had lost the armor of the Crimson Dynamo. Shelkov had already prepared for this with his aide Yuri Trifanov, and they presented him with his new armored identity, Airstrike.
(X-Men II#17) - Shelkov met with Alexi Vazhin and Valentin Shatalov over the crisis in Neftelensk caused by the Soul-Skinner. Unwilling to lose the People's Protectorate, Shelkov convinced Vazhin that they required someone expendable, and Vazhin promised to bring in Omega Red for them. When Omega Red failed to check in, Shelkov insisted that they turn to their planned attempt at transforming Illyana Rasputin back into Magik so that she could defeat the Soul-Skinner for them. Instead, Vazhin decided to bring in the X-Men to assist them.
(X-Men II#18) - Shelkov met with Matsu'o Tsurayaba over the Soul-Skinner crisis, and determined that they would have resort to using Illyana Rasputin.
(X-Men II#19 - BTS) - Colossus prevented Illyana from being re-aged into Magik, and ultimately defeated the Soul-Skinner, who was then executed by Vazhin.

Finnish underground? I thought that Finland was independant of Russia. by

Correct. Finland was never part of the Soviet bloc, although the Russians did try and seize it during WWII apparently.
