History: (Marvel Age#82) - Cougar's history is
unrevealed--he may or may not have had an affiliation with the team
known as the New Mutants.
(Avengers West Coast#64 - BTS) - Stevie
used the Ruby of Cytorrak
to bring several wax statues of heroes and villains to life, and
commanded them to attack Captain America and Human Torch (Jim
Hammond)--a wax duplicate of Cougar was among them.

Easiest profile ever.
Okay, here's the lowdown on who this cat
is (pun intended). In Marvel Age#82, they previewed some characters that
were going to be part of Liefeld's upcoming New Mutant issues--these
included Cable, Stryfe and this guy. No history for him was given,
and he never showed up in the book after all. The reasoning for this is
probably because Liefeld already had a creator-owned character named
Cougar, who looked somewhat similar, that appeared in (I
believe) Megaton Comics. Marvel never used the character
(actually, not quite true, see below),
and when Liefeld left, he took his Cougar design with him, redesigned
it, and returned him to part of the Youngblood
team for Image Comics. Here's the notes on Cougar from Marvel Age#82:
"This mean dude's name is Cougar.
He's half man and half cat and according to Rob's notes, he's all
trouble! Note that his pants have the same outside stripe design
as the design on the New Mutants' costumes shown last issue."
This seems to imply that he was
designated to become a member of the NM's, maybe as their resident "bad
boy" character. Who knows?
Brian Cronin of Comic Book Urban Legends used this profile in one of his columns, and pointed out the Avengers West Coast "appearance." Here's the panel from that issue, that shows that Cougar (see yellow circle), in some form, is part of Earth-616 :
