Powers/Abilities: Charley Kingsley was a human-fish hybrid, and had webbed hands and feet, plus additional small fins on his forearms and either side of his outer lower legs. These aided him in swimming underwater. He appeared to have scales on his arms and legs, plus additional ridges either side of chest that may have been gills (although he released bubbles of air underwater). Otherwise, he appeared human, including a human face, belly button and even fingernails. He also had at least basic communication skills with dolphins. He seemed to spend time on the surface world. Given he played with dolphins, his water speed and stamina under water would've been at least peak human.
He was about 8-10 years old. His dream was to become an undersea ultra hero, be an undersea adventurer and improve the state of the ocean.
History:
(Firearm#16 (fb) BTS) - Undertaking a huge sweep of the U.S.A., over 300 ultras were pinpointed for Mosely and marked for death, including Charley Kingsley. Hired by Mosely, Rafferty began formulating plans to kill these ultras, starting with the lesser ones first to hone his ultra-killing skills.
(Firearm#12) - Charley Kingsley swam several meters underwater, enjoying the undersea environment and exploring the rocks and plants there. He stopped to investigate a small crab before swimming on. However, he had been stalked by Rafferty, who fired a harpoon that penetrated the boy's chest from behind with such high power that it burst through his chest where his heart would be, killing the boy instantly.

Firearm#12 was the Prologue to the 6-part "Rafferty Saga" in Firearm, which spilled over into several other Ultraverse titles. This issue was really Rafferty's, with the murder of each minor ultra character shown in one large page. None died in battle, but were stalked and killed, usually with something to do with their ultra power.
There was a real sense of joy to this short-lived character; probably Rafferty's youngest victim with the greatest idealism.
