Powers/Abilities: Lash had double the speed and agility of a normal man (up to peak human levels). This allowed him to jump between buildings and clamber up walls (with ledges). His strength was about athlete level, given the bulges in his costume, and he possessed basic fighting skills, his speed and reflexes giving him the edge against non-ultras in a direct fight. His stamina was probably closer to peak human, but he had normal reflexes.
He stood at about 5'10", and had blonde hair and blue eyes. Lash was quite young, probably near 20. He wore a bright red and blue outfit with shoulder pads, and a yellow utility belt.
He was idealistic and vain. His overconfidence was only matched by his desire to be recognized as a superhero; his ambition was to become America's Greatest Hero.
History:
(Firearm#6 (fb) BTS) - Elvis Colby awoke one day to discover that he had the ultra powers of double speed and agility. He then formulated a plan to rid his hometown of crime and build a reputation, before moving to a larger town and so on.
(Firearm#16 (fb) BTS) - Undertaking a huge sweep of the U.S.A., over 300 ultras were pinpointed for Mosely and marked for death, including Lash. Hired by Mosely, Rafferty began formulating plans to kill these ultras, starting with the lesser ones first to hone his ultra-killing skills.
(Firearm#6) - At night on a deserted street, Lash witnessed two youths attacking an elderly lady; they kicked her as she lay prone on the ground while they tried to wrest her bag away from her. Lash leapt from a rooftop and swiftly clobbered the rogues till they were unconscious. He then helped the woman to her feet with a chivalrous smile.
(Firearm#12) - Again at night, Lash stopped an attempted break-in of a store by two thieves wearing balaclavas. A policeman, who had just arrived, admired Lash's handiwork, commenting that the unconscious thieves were "tied and bound" (although it didn't look like it).
As the vigilante scampered up a nearby wall, the policeman asked him for his name. Lash responded and ran across the rooftops, very happy for the recognition, confident that his road to fame, acclaim and adulation had begun.
However, Rafferty stood hidden behind a chimney as Lash leapt across buildings. Rafferty, wielding a massive knife, grabbed Lash by the hair and slashed the surprised hero's throat. Rafferty then let the lifeless body fall to the rooftop.

I actually liked the character initially but, upon re-reading the stories, he seemed destined to fall.
Firearm#12 was the Prologue to the 6-part "Rafferty Saga" in Firearm, which spilled over into several other Ultraverse titles. This issue was really Rafferty's, with the murder of each minor ultra character shown in one large page. None died in battle, but were stalked and killed, usually with something to do with their ultra power.
