Powers/Abilities: Mr. Fish had enhanced strength and a fish-like appearance which would presumably grant him fishy powers in a water-like environment. Since he spent all of his time on land, he carried an electric zappy gun.
History:
(Power Man#29 (fb)) - Mr. Fish was once a petty crook, hired by the Maggia along with two others to rob an isotope from a truck. He foolishly opened the box containing the isotope, and it began to mutate him. He jumped into the East River, and emerged later in his new state-- that of a humanoid fish.
(Power Man#29 (fb) - BTS) - Mr. Fish became a leader of the Maggia in his area (the Maggia never pretended to have standards). He began arranging the sabotage of trucks owned by Hudson Trucking through his lackey Shrike, and gave their representative Jake a scar on his chest when he tried to fight back.
(Power Man#29) - Jake hired Power Man to defend Hudson Trucking, but Shrike succeeded in destroying another truck. Power Man chased him right into the midst of Mr. Fish and his gang, and they began to fight. Although Cage could handle Fish's men, Mr. Fish shot him with his ray gun, and it knocked him out.
Mr. Fish had Cage carried to the top of a building that was under construction so that they could throw his body from the roof, but Cage survived the plunge and climbed back up to rejoin the fight. Cage defeated Fish's men, and Fish picked up a girder to try to ram Cage with it. Cage stepped out of his way, and Fish fell from the building, to his death on the pavement below.

What more can I say? I think the visual said it all.
The obvious retort to "No one laughs at Mr. Fish!" would be "Wanna bet?" He should've been a Spider-Man villain.
The Mr. Fish in Daughters of the Dragon#4 was revealed to be the original's brother in the Spider-Man - Back in Black Handbook and it seems like fate dealt him the same smelly hand. His real name was revealed in Walrus' profile in OHotMU A-Z HC#13. The real names for the original Mr. Fish and Shrike as well as Jake's last name were revealed in Mr. Fish's profile in OHotMU A-Z Update 2010#2.

Shrike (Jorge Moat) was Mistah Fish's faithful sidekick, and spoke in a verah stereahtypical southan accent. He was small, wirey, and a real sycophant. He was responsible for the destruction of at least one of the Hudson Trucking vehicles, right under the nose of Luke Cage.

Jake was one of the truckers with Hudson Trucking being victimized by Mr. Fish. When Jake tried to fight back against Mr. Fish, he wound up being given an "x" shaped scar on his chest. He said that it made his wife sick to look at it. He and the other truckers hired Luke Cage to deal with Mr. Fish.
