History: (Incredible Hulk II#234) - Lt. Perrywinkle took down a statement from Quasar on the last he had seen of the Hulk.
(Incredible Hulk II#239) - Captain Bowman, Lt. Perrywinkle, Dr. Maxwell and Senator Hawk were in the radar room of Gamma Base, following an operation to capture Hulk without destroy ing Mount Rushmore. The Hulk fled with the help of Goldbug.
(Incredible Hulk II#240) - Betty Ross arrived at Gamma Base. Betty Ross confessed to Bowman, Quartermain and Perrywinkle that she had divorced by Glenn Talbot. Perrywinkle gave to Betty Ross the telephone number of Fred Sloan, who tried to contact Betty for several days.
(Incredible Hulk II#243) - Colonel Glenn Talbot became the new commander of Gamma Base. He asked Perrywinkle to meet with Maxwell. Perrywinkle, Captain Bowman and Maxwell were informed about Talbot's plans to stop Hulk.
(Incredible Hulk II#256) - The Congress cut the funds to finance Gamma Base activities. Maxwell, Bowman and Perrywinkle were sorry that their work had been stopped.
(Incredible Hulk II#257) - Gamma Base was dismantled. All the personnel expressed their solidarity to Col. Talbot and disdain for the Congress that removed Talbot from his office. Lt. Perrywinkle led Congresswoman Messinger and her colleagues to the Base Commander office. They met General Ross and a discussion started between Ruth Messinger and Ross. Immediately after they were surprised to see Col. Talbot stealing the War Wagon (a sort of flying fortress) and leaving to going capture Hulk.
(Incredible Hulk II#258) - Congresswoman Messinger tried to contact Talbot via radio. Perrywinkle assured her that the Colonel could heard her. Talbot refused to obey to Messinger's orders and continued his mission.

Hulkbuster Base was
formed from a joint effort of the U.S. Army and Air Force, so its officers would
almost certainly be from one of these groups. I'm betting someone can look at
the uniform he's wearing and ID as Air Force or not, but I'm not sure myself.
