Abilities: The Psigns all had tubes running into the back of their heads, as well as packs and tubes running into their arms, indicating that they were receiving some sort of chemical or energy feed. Their abilities are apparently psionic in origin, though exactly how that works is unclarified.
History:(Justice: Four Balance#3 (fb) - BTS) - One of the six survivors, David Bank, was released when his father threatened to call the police.
(Justice: Four Balance#3 (fb) - BTS) - Alison Gaulthing, unable to take what her father was doing any longer, ran away. Anderson Gaulthing ordered the four remaining subjects, code-named the Psigns of the Times, to retrieve Alison.
(Justice: Four Balance#1) - The Psigns pursued Alison Gaulthing to Manhattan and confronted her. When they cornered her at the top of a building, she leapt to the next building, narrowly catching the ledge. One of the Psigns told her that that was a dumb move, and she fell to her death seconds later. The Psigns realized that they were in big trouble. The confrontation was witnessed by members of the Yancy Street Gang who were initially implicated in her death.
(Justice: Four Balance#3) - When Justice investigated the
trail leading from Alison Gaulthing to the Adrenamix building, the Psigns of the
Times confronted and assaulted him, taking him out with reasonably coordinated
attacks. However, Justice quickly recovered and asked them to consider talking
rationally rather than just fighting again, but they just attacked anew. He
created a U-shaped telekinetic tunnel that redirected 14's resin back into 33's
face, and when 33 lashed out blindly with a shock burst Justice pulled 66/99
into its path. Justice continued trying to talk them down, offering to help, and
33 realized that Justice knew what had happened. Justice had contained 33 & 14
in a telekinetic bubble, but opened it as 107 rushed forward to smash it, and 33
& 14 were stunned by his assault. Justice dodged a charge from 107 and then
smashed him with a telekinetic shield. With the four mutates stunned, Justice
told them about his own origins, convincing them that they had to work within
the system or risk hurting those they care for or getting into more trouble.
33 then came forward, revealing what had happened.
A week later, Anderson Gaulthing had been arrested for his alleged participation in the child kidnapping ring. Adrenamix was shut down, and the Psigns of the Times were sent to Project: PEGASUS for further study pending any criminal proceedings.
(Justice: Four Balance#4 - BTS) - During Gaulthing's trial, the lawyers for the Psigns cooperated with Childwatch, giving information on David Bank, the final survivor from Adrenamix's experiments, in exchange for reduced sentences.

I suggest the names Resin (14), Shock (33), Warp (66/99), Crunch (107), though I'm sure others can come up with more unique/clever names. Resin's the only one worthwhile out of the group.
33's name was revealed in the Civil War: Battle Damage Report.

Her complexion varied significantly from panel to panel...maybe this was just a feature of how thick the goop on her skin was, as well as how the lighting reflected it...

33 can project static electricity.
Tiberius Car was a friend of Alison Gaulthing's, he was the first to listen to reason and stop fighting.

99 can alter one's perceptions. He also spoke in a disjointed fashion, with a near-random order of words in his sentences that would confuse even Yoda. I think his real code number was supposed to be 99, because that's what it said when he was powered down, but there were several images where the number on his head was 66.

107 is the big, strong guy, and it's unclear just how strong he is. He could crush a wall by running into it, and shatter machinery with a single punch. Class 10-25, perhaps?
