History:
(Daredevil I#226 (fb) - BTS) - Foggy joined Omega Delta, a fraternity, and Brad Bailson made his life miserable, making him do all kinds of tasks for initiation. Brad chided Foggy into crawling through a drain pipe, a narrow passage from a basement to the river, knowing Foggy would struggle due to his weight. Brad planned to fill the pipe up behind Foggy with an industrial hose, knowing it might kill him, but before he could, someone (likely Matt Murdock) tied him up head to toe in the hose and hanged Brad up from a third story window, humiliating him.

(Daredevil: The Man Without Fear#2) - Brad, a student at Columbia University, used to pick on Franklin "Foggy" Nelson constantly. He and a friend scared Foggy by nearly running him down with their car, then they drove away laughing. He kept taunting Foggy until someone pulled Brad out of his bed, stripped him, and left him naked in the snow. The voice (secretly of Matt Murdock) told Brad this was a warning to leave Foggy alone. Brad later approached Foggy and apologized.

I initially did the profile on "Brad" as a Man Without Fear character years ago. After reading this story in Daredevil I#226, it seems extremely likely that Brad Bailson is the same character as the bully Brad from Man Without Fear, so I'm combining those profiles now.
