Powers/Abilities: The Consultant has access to vast technological resources and is a talented designer. He has developed the high-tech goggles, Adamantium bullets, and titanium coat worn by Underworld. He is also a talented costume designer. The Consultant has granted (or arranged for the grant of) super powers to Mr. Pain, including super-strength and durability, and has granted a healing factor to Underworld.
History:
(Underworld#3 (fb) - BTS) - The Consultant developed a name for himself by making many criminals much deadlier. He helped Boomerang and Grizzly improve their weapons and costumes, among others.
(Underworld#5 (fb) - BTS) - The Consultant helped Vincent Dio get super powers and Dio began operating as Mr. Pain. When Pain didn't pay the Consultant the agreed fee, the Consultant vowed revenge. Seeking a new client at the same time, the Consultant put together a complex plan to recruit Jackie Dio out of prison as a new operative, figuring Jackie would kill Pain as well.
(Underworld#1) - Posing as the Hippo, the Consultant was put into solitary confinement in the Cage, next to Jackie Dio. He told Dio of his plans to visit the Consultant and encouraged Dio to do the same, but Dio said he had no interest.
(Underworld#2) - The Consultant posed as a patient harmed by Mr. Pain in the hospital, where Dio had been admitted. The "patient" claimed that the Consultant had been responsible for enhancing Pain and advised Dio to do the same, but he refused. The Consultant then tipped Dio off on one of the Owl's operations, knowing it would lead Dio to be in contact with the SS2 gas.
(Underworld#3) - The Consultant posed as a doctor when Dio, who'd been affected by the SS2 gas (a Super-Soldier derivative) showed up for help. He tested Dio's reflexes by firing on him, when explained his new super powers. He got a shot into Dio that cleared up Dio's dizziness, but hampered his vision, so he gave Dio a special set of sunglasses that would help. He then subtly offered information about the Owl's operations to Dio. He slipped a card advertising the Mechanic to Dio, who was soon hurt in a fight with Boomerang and Grizzly. Dio came to the Mechanic for new weapons.
(Underworld#4 (fb)) - As the Mechanic, the Consultant showed Dio how to use his special glasses and equipped him with special guns with Adamantium bullets.
(Underworld#4) - The Consultant posed as a doctor in a prison hospital after Dio was shot by several cops. Wanting a monetary return on Dio, he injected Dio with a healing factor to save him from death.
(Underworld#5) - The Consultant left behind a note from the "Mechanic" that said he expected payment, and left behind a Titanium-weave coat for Dio as well. After Dio finally killed Mr. Pain, the Consultant revealed himself, told Dio to take the codename Underworld, and demanded payment soon. His secretary Claire then showed in his next client, the Armadillo.
