History:

(Daredevil II#32) – A director of a branch of the FBI, Mr. Davis was called in by FBI agents Harold Driver and Henry Dobbs at 3 am. Showing up in his pajamas and frustrated, he listened as they explained that Sammy Silke had turned himself in, had tried killing the Kingpin (who’d made it out of the country), and that the Kingpin’s wife Vanessa had killed her son Richard and several of the Kingpin’s men. Though impressed by the turn of events, Davis was prepared to go home until he learned that Daredevil had been identified as blind lawyer Matt Murdock, who Davis had met. He learned of the complexity of the Murdock/Daredevil/Kingpin connection, but ordered it be kept silent while SHIELD handled it, and ordered Silke incarcerated.

(Daredevil II#9 (fb) - BTS) - Davis convinced Paladin to accept an assignment to shoot Daredevil.
