History:
(Civil War: Front Line#7/3 (fb) - BTS) - Keith Dixon spent twenty years serving on the New York City Police Department.
(Civil War: Front Line#3/3) - Donna Altieri and her partner Keith Dixon looked into the strange explosion of Joe's Marine Marina, a fish store where the mysterious Joe's wife Maria was killed in the explosion. She and Keith bantered over the cause of the explosion and interviewed Karen Mason about her experiences with Joe, who she'd seen earlier that day.
(Civil War: Front Line#4/3) - Keith shared theories with Donna about Joe’s origins, believing that Joe was perhaps a sleeper agent for Russia, but Donna scoffed at him. They continued joking, utilizing the nearby firemen to get pedestrians out of the way.
(Civil War: Front Line#7/3) - Donna and Keith investigated another explosion, where several Atlanteans were killed, and Keith demanded credit for his sleeper agent theory. They found “Joe” among the bodies and definitely determined they were Atlanteans. After calling Kenny to catalogue the weaponry present, they found Wonder Man unconscious. When the hero stirred, he claimed that the Green Goblin (Norman Osborn) had blown the place up. Wonder Man was taken away in an ambulance, leaving the detectives wondering what the truth was.
(Civil War: Front Line#9/3) - When Norman Osborn was apprehended shooting an Atlantean ambassador named Govan, Donna and Keith quickly moved in to question him before SHIELD became involved. They taunted him before removing his mouth restraint and tried provoking him into revealing information, but he claimed that he couldn't say anything. When he threatened Donna, he started frothing at the mouth, then continued denying he had more information. They determined that Osborn had been controlled and put behind the Atlantean attacks. Just as he admitted someone was controlling him, he was taken away by government authorities, leaving the cops with only questions.
