Powers/Abilities: Keegan was a normal human with no superhuman powers.

History: (Avengers I#263 (fb)-BTS) - One of the members of the Scourge program murdered the Melter's assistant Keegan, placed the dead body in a locker and posed as him.

(Avengers I#263) - As the Melter gloated to "Keegan" about his newest plan to defeat the Avengers, he berated his henchman. He opened a locker and discovered the real Keegan's body, only to turn around and be shot dead by Scourge.

The most obscure Scourge victim ever! Seriously, disregarding Scourge's disguise, the real Keegan only appears for one panel, and he's already dead in it! The second image is actually Scourge disguised as Keegan, and is included so we can see what the outfit looks like.
