History:
(Incredible Hulk I#5/1 (fb) - BTS) - Under unrevealed circumstances, U.S. soldiers had the Hulk caught by the force of the Neuron-Magnet, but the jade giant's superhuman strength enabled him to smash the magnet just when the soldiers thought they had him--these events were filmed by a cameraman.

(Incredible Hulk I#5/1) - General Ross showed a top-secret film featuring scenes of the Hulk's recent rampages to an audience made up of his daughter Betty, Rick Jones, and Bruce Banner--the film included footage of the Neuron-Magnet incident.

Okay, not much of a profile... but it only appeared in this one panel.

I'd speculate that maybe the Neuron-Magnet was built by Stark Industries (which was working on a lot of government contracts at the time).
