History:

(Civil War: Front Line#5/3) - Appearing in a TV ad to promote registering for the Superhuman Registration Act, an actor dressed as a villain called the Rat, reportedly responsible for robbing several banks. He was tracked down by Wonder Man who knocked him aside with a blast of water and turned him over to the police. The taping finished, the Rat got out of costume.
