History: (Defenders I#70) – Ron Rice, of the Justice Department, traveled with Hal to the Richmond Riding Academy to present Kyle Richmond with various charges they’d uncovered. Richmond, as Nighthawk, accosted them briefly before hearing the charges.

(Defenders I#71) – Hal and Ron Rice continued looking into Richmond and realized the case went even deeper, as his former aid, Pennysworth, had corrupt funding and recent villains had gone by the Defenders’ name.

(Defenders I#72) – Seeking to serve Richmond papers, Hal and Ron Rice attempted to locate him through his lawyer, Milton Rosenblum, and his office, even questioning Mr. Blandon, the designer of Nighthawk’s jetpack, with no success.
