History: (Defenders I#70) – Ron Rice, of the Justice Department, traveled with Hal to the Richmond Riding Academy to present Kyle Richmond with various charges they’d uncovered. Richmond, as Nighthawk, accosted them briefly before hearing the charges.(Defenders I#71) – Hal and Ron Rice continued looking into Richmond and realized the case went even deeper, as his former aid, Pennysworth, had corrupt funding and recent villains had gone by the Defenders’ name.
(Defenders I#72) – Seeking to serve Richmond papers, Hal and Ron Rice attempted to locate him through his lawyer, Milton Rosenblum, and his office, even questioning Mr. Blandon, the designer of Nighthawk’s jetpack, with no success.

Ron Rice has no known connections to
(Defenders I#66) – At the Manhattan Justice Department building, Hal and his co-workers audited Kyle Richmond, and discovered a startling amount of tax evasion, fraud, and stock manipulation. They planned to take Richmond down.
(Defenders I#70) – Hal traveled with Ron Rice to Richmond’s academy and confronted Nighthawk with the possibility of pending charges. Richmond, as Nighthawk, accosted them briefly before hearing the charges.
(Defenders I#71) – Hal and Ron Rice continued looking into Richmond and realized the case went even deeper, as his former aid, Pennysworth, had corrupt funding and recent villains had gone by the Defenders’ name.
