History:
(Daredevil II#61) - When Madame Hydra was apprehended in Bulgaria, she was to be extradited back to the United States, but the leader of Bulgaria (Alexei Shostakov) demanded that he be allowed to keep her. The director of the CIA, pressured by the president, agreed to release the Black Widow (Natasha Romanova) to Bulgaria in trade. He contacted Nick Fury of SHIELD, demanding that Black Widow be recalled from her undercover assignment. When he read of Black Widow teaming up with Daredevil in New York, he was furious. He demanded his secretary Doris call Nick Fury immediately.
(Daredevil II#62) - Unable to reach Fury, the director's fury mounted as he suspected Fury had tipped the Black Widow off. He talked to one of his aids about the Widow hiding in plain sight next to the very public Daredevil. As CIA missions are not allowed on American soil, the director decided to take matters into his own hands.
(Daredevil II#63 (fb) - BTS/Daredevil II#64 (fb) - BTS)) - The director hired a high-profile assassin named Quinn to take down Black Widow and ordered her to be killed in what would be reported as a gangland slaying. He provided Quinn with a file on Daredevil and a device that would disable Daredevil's powers. He arranged the hire through a fourth party, hoping it was untraceable to him.
(Daredevil II#64 - BTS) - Mr. Wallace called Fury again, but was told Fury was not on the Helicarrier.
(Daredevil II#64) - Fury contacted Wallace, telling him that Quinn had been arrested and that they had evidence against Wallace. He threatened to release it to the press unless Wallace backed down. Shostakov later got his revenge by letting Madame Hydra go free.
