Powers/Abilities: Mike Dolan was an older man who knew how to shoot handguns but was also aggressive as an extortionist.

History:

(U.S.A. Comics#3/7 (fb) - BTS) - Mike Dolan made a number of threats to Dr. Norton of Hillcrest Hospital to try and force him to buy ambulances and supplies from him, but Norton refused.

(U.S.A. Comics#3/7) - Dolan again tried to force Norton to buy from him, but was again denied by Norton. Dolan then set fire to the hospital with his henchman Steve, before rushing off to fix an alibi. Meanwhile, Jack Frost became involved in the situation, helping to stop the flames and evacuate the patients. Jack Frost proceeded to Dolan's business entrance and quickly overcame two of Dolan's brutish henchmen when Dolan entered the room. The criminal whipped out his handgun but had his hand and firearm frozen by Jack Frost. Dolan quickly made his getaway in his car while Jack Frost was distracted by police officers. Jack Frost soon pursued Dolan in his car, reaching him as the crook was out in the countryside. Dolan punched at Jack Frost when the icy hero landed on the car's running board, successfully knocking him off. Jack Frost retaliated by knocking a tree down ahead of the car. Unable to stop, Dolan and his car crashed over the cliff and he fell to his doom.
