History:
(Fin Fang Four Return! #1/5 (fb) - BTS) - The past of "Elastico" and his criminal record is unknown, but at some point his profile was published in a hard-cover edition of "Super Villains Handbook". "Elastico's" profile was printed on the page preceding Electro's.
(Fin Fang Four Return! #1/5) - The robotic Elektro went to a bank to withdraw some money from his account, but after hearing the automaton's name, the suspicious bank teller (Edna) consulted her copy of "Super Villains Handbook" and mistook Elektro for the criminal Electro (Max Dillon).

And there you have it--that partial scan is the only recorded appearance of "Elastico," which explains why there's such sparse detail in this profile.
Actually, since "Elastico's" name wasn't completely visible on the page of his profile, I'm just guessing that's what his name was from the letters that were shown, and because "Elastico" would alphabetically come before "Electro". But assuming that it is his name--and based on the fact that those dark goggles make him somewhat resemble DC's Plastic Man--I'll guess that "Elastico" had shapeshifting/stretching powers similar to Mr. Fantastic (Reed Richards).
Edna's copy of "Super Villains Handbook" only seemed to have (at most) about a hundred pages in it. Considering that there have been thousands of villains in the Marvel Universe over the years, "Elastico" must have had quite an impressive and noteworthy criminal career to warrant his inclusion in that publication...okay, probably not--maybe Edna's copy was just an old, outdated edition from the early days of the modern heroic age that was published back when there weren't that many super-powered criminals around.
"Elastico" seems like he'd make a good foe for Giant-Man (Henry Pym)--maybe he appeared in stories that haven't yet been chronicled.
Nothing was revealed about the true nature of "Elastico". He could have been a human mutant or mutate; or he might've even been an alien shapeshifter disguised as a human--if not a Skrull, maybe a Xartan...or he might have been Ozak or one of Zogg's race.
