Powers/Abilities: Fuller was a trained soldier and knew how to handle guns. He was loud-mouthed with a cowardly streak.
History:
(Man Comics#14/1) - Fuller and Sergeant Baxter were part of an advance patrol to scout ahead of a platoon of US soldiers but the patrol stumbled into a mine field. Despite Fuller's disbelief and mocking words, Sgt. Baxter realized that the soldiers ahead had been killed by "Bouncing Betsy" mines as the soldiers had been blasted by spring-loaded mines that jumped up and exploded with shrapnel tearing at the mid-sections of the victims. Baxter ordered Fuller to radio in and inform the platoon leader of the mine field but Fuller wanted instead to get out of the mine field. Baxter recognized that the US soldiers would soon be marching that way and had to be warned of the destructive devices. The order was to stake out the booby-trapped area but Fuller still wanted to run. Baxter held a handgun at Fuller's stomach to stop him leaving and Fuller reluctantly decided to stay. The G.I.s removed their undershirts to use as markers on sticks to act as warnings. At that point, Fuller ran. The Sergeant leveled a rifle to stop Fuller's dangerous dash but was too late -- Fuller's cowardly act detonated one mine that then set off all the others in the mine field, killing the rest of the US patrol.

The "Bouncing Betsy" land mine seems to be a clear reference to the "Bouncing Betty" land mine with the same level of destruction.
The author Hank Chapman also appeared on Earth-616 in an Atlas tale.

Sgt. Baxter headed the patrol that walked into a field hiding spring-loaded mines. He recognized what the destructive devices were but had to force Fuller, who was under his command, to help stake out the mine field. Fuller tried to use a gun to stop Fuller's cowardly dash but was too late and he saw all the mines detonate. Just before he died from shrapnel wounds, he radioed to his commanding officer that the mine field had been cleared.
