History: (Penance: Relentless#3/Official Handbook of the Marvel Universe A to Z#5 (Initiative) (fb) - BTS) - Following the creation of the Superhuman Registration Act, the Fin and Man-Eater, former Intruders teammates, were assigned to the Vermont-based team the Garrison, as part of the 50-state Initiative.
(Penance: Relentless#3) - The Garrison was assigned to protect a nuclear facility alongside additional military personnel when Thunderbolts member Penance went renegade after stealing nuclear launch codes. Confronted by Penance, the Garrison was no match for him and were quickly felled. As noted above, the Garrison were named in the Official Handbook of the Marvel Universe A to Z Vol. 5. It was there that they were also identified as being based in Vermont.
In all honesty there's probably a better image of Fin and Man-Eater as a duo, but this is the best one of them as members of the Garrison.
There was a rumor going around that Battlestar was part of team as well, but Marvel was clear about it that he wasn't part of the Garrison.
