Powers/Abilities: Mr. Fish had enhanced strength and fighting skills, and a fish-like appearance. He wore the same outfit and was armed the same as his brother had been.
History:
(Daughters of the Dragon#4 (fb) - BTS/OHotMU A-Z Update 2010#2) - Similarly mutated like his brother, Bill Norris took on his deceased brother's mantle as Mr. Fish.
(Daughters of the Dragon#4) - Mr. Fish visited an exotic dance club with Walrus and they were entertained by a overweight dancer.
(Shadowland: Power Man#2) - Deadly Nightshade, leader of the Rivals gang, organized a group called the Flashmob, comprising Mr. Fish, Spear, Commanche, Chemistro, Cheshire Cat and Cockroach Hamilton, to tackle the new Power Man (Victor Alvarez), and they soon challenged him on a rooftop. Mr. Fish knocked down Power Man, but was kicked unconscious by the newly arrived Iron Fist.
(Shadowland: Power Man#2 (fb) - BTS) - Mr. Fish was taken into custody on Riker's Island. Later, Deadly Nightshade's solicitor, Mr. Donovan, reported to her that Mr. Fish had been freed, although several others of the Flashmob remained interred.
(Spider-Island: Heroes for Hire#1) - Alongside Cottonmouth, Mr. Fish and the Flashmob tried to leave spider-infested Manhattan via a bridge, but were stopped in a furious battle with Misty Knight and her Heroes for Hire (Black Cat, Falcon, Gargoyle, Paladin, Silver Sable).

Given that he did not simply dive into the Hudson River to escape Manhattan in the Spider Island epic, it suggests that his fish-like appearance affords him no real fish-like abilities. But then again, he is an air-breather.
The Mr. Fish in Daughters of the Dragon#4 was revealed to be the original's brother in the Spider-Man - Back in Black Handbook and it seems like fate dealt him the same smelly hand. His real name was revealed in Walrus' profile in OHotMU A-Z HC#13. The real names for the original Mr. Fish and Shrike as well as Jake's last name were revealed in Mr. Fish's profile in OHotMU A-Z Update 2010#2, where it was suggested that Bill accompanied his brother in the isotope robbery that mutated Mort..
