Powers/Abilities: By some unknown mechanism, Hayes can mentally control users of the drug Ebony. He is also a skilled chemist.
History: (Amazing Spider-Man Presents: Jackpot #3 (fb) ) - Dr. Phillip Hayes owned the Oscorp subsidiary Phelcorp Labs, a firm specializing in gene therapy. When one of his employees, Sara Ehret, had a lab accident on his watch and ended up in a coma, Hayes lost his funding. To keep Phelcorps going, he turned to crime, taking the dormant identity of the masked crimelord the Rose. Whether by coercion or financial transaction, he acquired the sweat glands of the Corruptor, using them to develop the inhibition-lowering street drug Ebony; he also somehow granted himself the ability to control users of the drug.
(Amazing Spider-Man Presents: Jackpot#1 - BTS) - Jackpot disrupted the Rose's drug smuggling operations at the docks, and defeated his superhuman operative Boomerang.
(Amazing Spider-Man Presents: Jackpot#1/Amazing Spider-Man Presents: Jackpot#3 (fb) ) - At Phelcorps, Dr. Hayes told Ehret that the sample she'd brought in (secretly obtained from the Rose's men) contained a sweat gland; Hayes . He reminded her to be careful, given her past accident. Later, as the Rose, the Rose learned that Boomerang had failed to kill Jackpot, but one of his other henchmen revealed that the grappling hook she'd shot him with had her fingerprints on it - and that she was really Sara Ehret.
(Amazing Spider-Man Presents: Jackpot#2 - BTS) - Jackpot and Spider-Man took down one of the Rose's Ebony dealers, the super villain White Rabbit, but failed to elicit any information from her.
(Amazing Spider-Man Presents: Jackpot#2) - Over the phone, the Rose authorized Boomerang to kill Jackpot and her family. He also monitored his latest test subject, the Armadillo.
(Amazing Spider-Man Presents: Jackpot#3 - BTS) - Boomerang killed Sara's husband, but failed to kill her or her daughter.
(Amazing Spider-Man Presents: Jackpot#3) - When Spider-Man and Jackpot stormed his offices, the Rose unleashed the drugged-up Armadillo on them. While Jackpot battled the Rose's mindless servants, Spider-Man defeated the Armadillo and badly beat the Rose. When he came to, in police custody, Jackpot unmasked him, and was shocked to learn his identity. Hayes explained why he became the Rose.
(Web of Spider-Man II#10/2 (fb) ) - Thrown into Rykers Island prison, Hayes traded information on Boomerang to Chinatown crimelord Mr. Negative in exchange for protection.
(Web of Spider-Man II#10/2) - While investigating the (fake) jailhouse assassination of Boomerang, Jackpot encountered Hayes, who not-so-subtly threatened her and her daughter.

The Rose notes that his mask is uncomfortable. Given his beard, I'm sure it is.
It's never quite clarified how Hayes is controlling Ebony users, but he presumably altered himself to give him some of the Corruptor's abilities.
