History:
(Punisher War Journal II#26 (fb) - BTS) - Michael "Mikey" Watts was arrested for grand theft auto and trespassing. Travis Butler was arrested for murdering a police officer, and later escaped from jail. William "Bill" Anthony was arrested for breaking and entering, and robbery. Roger "Rock" Ramsey was arrested for possession and intent to distribute.
The Tinkerer put together some new Stilt-Man armor and sold them to young criminal Mikey Watts, who heard about the selling through mutual acquaintances.
(Punisher War Journal II#26) - On Christmas morning, Mikey invited his friends down to a bar the Punisher had previously blown up (ironically during the Stilt-Man's wake), and they questioned whether it was safe to be there. Sal argued that the four of them were small potatoes to the Punisher, causing Travis to speak up in anger about his own criminal history. Frustrated as they argued, Mikey pulled in all the boxes containing the armor into the bar. As the group excitedly pulled the armor pieces out of the box, Mikey explained that with the Hood in charge of criminal gangs, this was their chance to make things big. They began trying on parts, then got into a physical fight over which one of them would be Stilt-Man. When Travis pulled a gun on the others, he discounted their criminal natures and said he'd force them to be his gang; he put on the Stilt-Man helmet before Sal pulled a gun on him and forced him out. Travis, after taking off the helmet, vowed revenge and stormed outside, where he was promptly shot and killed by the Punisher, unbeknownst to the others. Wanting to be civil, Sal then nominated Mikey to be Stilt-Man and the others agreed, though Bill wanted to be vice-Stilt-Man. Mikey quickly donned the armor and tried it out in the street. Though a bit wobbly at first, he cheered at being the new Stilt-Man. None of the gang was aware how close the Punisher came to killing all of them.

The full capabilities of Mikey's Stilt-Man armor are unrevealed. It appears to have many of the same capabilities of the armor of the original Stilt-Man, but has only been shown to have telescoping legs at this point.
