Powers/Abilities: Uri-El uses a sword imbued with flames eternal (presumably Heavenfire). It could cut through supernatural beings like through butter and burn them by releasing the flames eternal in a burst. Uri-El's whole form is covered in chains and he literally carries the keys to Heaven (alleged keys) with him all the time. The sigil lock on Uri-El's chest presumably holds him together. Only his right arm and shoulder area still consist of flesh. The rest of his body is either invisible or was replaced by the chains. The chains' origin is unknown, but it can be presumed they were somehow connected to Heaven. Hellfire could harm and presumably even destroy Uri-El, but it is unknown how much Hellfire is needed to destroy him as he regenerated from several shots within minutes.
History:
(Blaze#11 (fb) - BTS) - Before the reign of Suleiman, Uri-El, the peer of Micha-El and Gabri-El, was sent out to destroy all supernatural threats on Earth. After Uri-El had slain nearly all vampires a vampire sorcerer in the valley of the Euphrates caught Uri-El in a sarcophaugs and through a human intermediary affixed an unbreakable seal trap Uri-El. Thirteen times the seal was broken and each time Uri-El killed many vampires before he could be bound again and the seal remade.
(Blaze#11 (fb) - BTS) - The Undead MC, a group of vampires, planned to destroy Uri-El with Hellfire and took him to New Jersey to lure Johnny Blaze to them. Shelob, who wanted to mate with Blaze, became their ally in their scheme.
(Blaze#10 - BTS) - The Undead MC delivered the sarcophagus containing Uri-El to Shelob, who dragged it into her hideout under the New Jersey Turnpike. Uri-El's attempts to escape the sarcophagus failed due to Shelob's interference. Shelob was sure Uri-El's presence would lure Blaze to her and give her the chance to finally mate with him.
(Blaze#11) - The Undead MC took the sarcophagus through the overpass in Elizabeth away from Shelob, who wasn't happy because she needed Uri-El to lure Blaze to her, but Charnel told her they had to move the sarcophagus to a more tactically advantageous position. Blivet accidentally moved the chains on the sarcophagus, breaking the seals, enabling Uri-El to escape. Pained by his light the vampires failed at first to put Uri-El back into his sarcophagus. Uri-El cut off Hairball's arm, split open Blivet's head and stabbed Roadkill through the chest, burning him with the sword's flames eternal. Shelob came to the vampires' aid, webbing up Uri-El for them. Dolores and Joy pushed Uri-El back into the sarcophagus, which was closed again by Shelob, who remade the seal to bind Uri-El once again.
(Blaze#12) - Having followed the Undead MC, Blaze, Clara Menninger and the Punisher attacked them. Blaze destroyed Uri-El's sarcophagus with his Hellfire shotgun to release Uri-El once again. The Punisher and Blaze attacked Uri-El, who refrained from killing them. Blaze had less calms and seemingly destroyed Uri-El with his Hellfire shotgun. The Undead MC celebrated, but when they attempted to feed on Uri-El's killers, Blaze took Uri-El's sword and slew them all. Uri-El reassembled and demanded his ethereal sword from Blaze, who was only not consumed by it because he wielded Hellfire (a weakness of the sword and Uri-El). Blaze returned the sword to Uri-El, who was glad that he, the bane of demons walked the Earth again. He wished peace unto Blaze before he left.
(Civil War: Battle Damage Report) - Tony Stark listed Uri-El's status as undetermined on his Initiative list.

Without the tidbit thrown into
Uri-El's history about Suleiman we wouldn't know when he was realeased
for the first time. The Suleiman bit connects Uri-El's first slaughter
to a point before 1520.

The Suleiman mentioned in the background history might not be the long-reigning Ottoman Emperor. It might be referring to the Arabic pronunciation of King Solomon! The latter supposedly having once owned a ring that allowed him to control various "djinn".

I have no clue what Uri-El is
supposed to be. He can't be the angel seen in later issues of Ghost
Rider III, even though dialogue in Blaze#11 clearly suggested Uri-El
was an angel. It even connected him to other popular angels like
Michael and Gabriel. There was that bit that -El (El meaning god) was
always set apart from the first part of the name, so maybe he was part
of an extrimist Christian cult, who saw themselves as servants of God,
that imbued their warriors with Heavenly powers to oppose the dark
forces in the world and used names normally affiliated with angels.
Thats the best guess I can make and the most logical one because as I
had already stated: He can't be the angel Uriel!

Well, he can be AN angel Uri[-]el, can't he? Nobody said that multiple angels can't have the same name, did they?
Or maybe they're two versions of the same entity, much as when a god is
also an entirely different-looking demon and stuff like that there.
Or maybe the later angel Uriel was not himself really the angel Uriel. Many possibilities.
