Powers/Abilities: Kirk Eden had no superhuman
powers but was good at his job of evaluating damaged areas for Damage
Control. He was very by-the-books and wanted to make sure all
procedures were being followed before a full report was made. He
routinely carried his ID badge, which many of those he interviewed
believed was fake and also carried a notepad for writing down answers
to his interview questions.

History:
(Ghost Rider III#86) - Kirk Eden and his co-worker Jim Palmetto of
Damage Control arrived at 321 Boerum Avenue in the Bronx to investigate
the damage caused by a battle involving Ghost Rider several months
earlier. Grumbling at the damage caused by superheroes, Kirk reminded
Jim that, despite them being behind schedule, they had multiple
complaints about Ghost Rider and had to file a full report on the
damage caused by him. Looking for the superintendent of the apartment
complex on Boerum Avenue, Kirk Eden showed his Damage Control employee
badge to Carlie Colon, who admitted that he could get any badge like
that at the local bodega. When Jim whined about the Bronx, Carlie
grabbed him and got angry due to it taking Damage Control three months
to get to their case. Kirk quickly calmed Carlie down and apologized
for Jim, prompting Carlie to also apologize and claim that she had been
moody ever since the incident. Her mention of the incident prompted
Kirk to begin interviewing Carlie about the incident, asking if it
involved Sentinels in any way since the government had funds set aside
for Sentinel damage. He then began asking her questions about Ghost
Rider and Carlie informed Kirk that Ghost Rider only showed up to help
people. When Kirk asked if Carlie had seen Ghost Rider in person, she
replied that she hadn't up close and directed the Damage Control agents
to Little Luz's Bronx Girl Bodega. When they arrived on the scene, Jim
once again complained and said that their job only involved evaluated
the damage site. Kirk explained that if their was some force preying on
the neighborhood, it was their job to make sure steps were taken to
prevent it and told Jim to go interview the nearby children while he
investigated the Bodega. Showing his ID badge inside and asking if Luz
Santos could answer some questions for him, Kirk Eden was once again
told that anyone could get a badge like his. When Kirk asked Luz about
Ghost Rider, she claimed he was the Devil and was after her pure,
virginal flesh. A skeptical Kirk was then informed by Juanito Carlito
Candido that there was someone who had experienced Ghost Rider up close
and directed Kirk to visit the former criminal Toother. Finding Toother
at St. Jude's Church, Kirk removed his hat and went inside to interview
Toother. Toother managed to tell Kirk that Ghost Rider had cleansed the
sin out of him before walking away, chanting "I will sin no more" and
begging forgiveness. After meeting with Toother, Kirk Eden became
convinced that Ghost Rider was a true threat to the neighborhood and
was soon distracted when the apartment complex caught on fire.
Panicking, Kirk watched on as Jim phoned an emergency and they both
witnessed Ghost Rider appear and rescue children trapped inside. Having
witnessed Ghost Rider's heroics, Kirk told Jim that before they did
anything against Ghost Rider, he would need to have a closer look.
