Powers/Abilities: The Green Skull wields a gun that shoots Omega Fertilizer, a substance that hyper-stimulates the growth of plant matter. When fired at a human being, it causes the microscopic plant matter on their skin to grow uncontrollably, killing them. He later used the Compost-Mobile, a hovering doomsday device of some sort. He also wears an armored helmet.

History: (Captain America VII#1 (fb) ) - The eco-terrorist Green Skull decided that the only way to save the Earth was to destroy humanity. From his Amazonian eco-fortress, he developed the Omega Fertilizer, with which he planned to destroy humanity, making them into fertilizer for plant life. Captain America (Rogers) learned of his plans, and spent three days fighting through his fortress, but was too late to stop him from flying to New York on a B-52 bomber loaded with an Omega Fertilizer bomb. 

(Captain America VII#1) - Cap stowed away on the plane, finally reaching the cockpit as the Green Skull sent it plummeting towards the city. He burst in and grappled with one of the Skull's henchmen. The Skull fired his Omega Fertilizer gun, but hit the henchman instead, killing him. Cap tossed the corpse into the Skull and steered the plane harmlessly into the river before parachuting out at the last minute with the Skull in tow. The Skull protested, but Cap punched him in the face, breaking his hand but mercifully silencing the villain. Cap handed him over to a beat cop and called in the Avengers to bring him in.

(Avengers Standoff: Assault on Pleasant Hill Alpha#1) - The Green Skull attacked New York City with his Compost-Mobile, intending to kill everyone in the city. As he ranted about carbon footprints and landfills, Captain America (Wilson) snatched him off his vehicle and handed him over to the authorities.

Man, I love Rick Remender's throwaway villains.

As you can probably tell from the dialogue, the Green Skull is not just an eco-terrorist, he's also an evil hippie.  The worst kind of hippie.
