History:
(New X-Men II#7 - BTS) - Noah was partnered with Jullian Keller as lab partner as Beast broke the students in pairs. Each pair had to perform an analysis and record their results on the provided worksheets.
(House of M#8 - BTS) - Hydro was one of the many millions of homo superior who lost their powers when a reality altering spell cast by the Scarlet Witch reduced the number of gene active mutants to a mere 300 worldwide.
(New X-Men II#20 - BTS) - Hydro was spending the night on the bottom of the Institute's swimming pool when the Witch's spell caused him to lose his powers. No longer able to breathe underwater, he drowned in his sleep.
(New X-Men II#20) - Xavier Institute co-headmistress Emma Frost telepathically checked on the entire student body who were mostly panicked after finding out most of them had been depowered. When she couldn't get a hold of Hydro, she was about to contact Wolverine. However, he had already found Hydro and had retrieved his lifeless body from the pool.
(New X-Men II#32 - BTS) - Hydro was one of the deceased mutants who was remembered during a memorial service attended by the X-Men, the remaining students and their allies.

It would seem that he slept in the pool at night as every former mutant woke up without their powers. As he was asleep Hydro didn't notice his depowerement and drowned before reacting.
Hydro's real name was never given on panel, but he was originally named Noah Crichton when he was profiled in the Xavier Institute entry in the Official Handbook of the Marvel Universe HC#13. At the time of publishing, the Handbook editors were not aware Hydro's creator Chris Yost had named the character Floyd Carter in an online interview. With the cancellation of the Softcovers which would have updated the entries, at the moment Hydro's official name remains Noah Crichton, because author intent is trumped by printed word (as demonstrated umpteen other times). As and when the handbooks get a chance to amend this (or a comic does, though that seems unlikely), then he will become Floyd Carter, but right now he is Noah Crichton.
The team behind the Official Handbooks also confirmed that Jullian Keller's lab partner in NX II#7 was indeed the inspiration for Hydro being named Noah; the name choice was intended to mark them as the same guy.
