Powers/Abilities:
MODOG was altered to possess massive intelligence, particularly in
regards to the mass extermination of human life; he presumably also
possessed psionic powers, as his predecessors did. His mutation greatly
withered his body and limbs, and he required a specially-designed
hoverchair for mobility and to maintain his bodily functions. His
hoverchair was equipped with heat-seeking-missile launchers and other
high-tech weaponry.

History: (Invincible Iron Man#2 (fb) ) - Created using technology similar to that which transformed George Tarleton into MODOK, the Mental Organism Designed Only for Genocide (MODOG) came to lead Advanced Genocide Mechanics, an AIM splinter group based in Africa. They supplied high-tech arms for massacres across the continent, from Rwanda to Somalia to Darfur.
(Invincible Iron Man#2) - When Iron Man invaded AGM's base as the spearhead of a SHIELD attack, MODOG engaged him, launching a fusillade of heat-seeking missiles. Iron Man evaded them, then swooped in at the speed of sound. He grabbed MODOG by the hair, flying him up beyond the atmosphere, then pulled MODOG out of his hoverchair and tossed him into orbit, leaving him to suffocate or freeze.

AGM's base is just stated to be in "the Congo" - as there are two countries known as the Congo (the Republic of the Congo and the Democratic Republic of the Congo), it's not clear what country they're actually based in. I would assume the latter, due to its political instability.
It isn't stated whether AGM created MODOG, or if he was created by AIM and then led AGM to leave AIM.

CLARIFICATIONS:
MODOG was created using similar technology to, but should not be
confused with:
(Invincible Iron Man#1 (fb)/Invincible Iron Man#2 (fb) ) - A group of AIM members split off from the organization to form Advanced Genocide Mechanics (AGM), devoted to comitting genocide for hire across the continent of Africa. At some point, either before or after their departure, the mutated MODOG became their leader.
(Invincible Iron Man#1) - After mistakenly linking AGM to a terror attack in Tabora, Tanzania, SHIELD and Iron Man launched an attack on their headquarters in the Congo. Iron Man made short work of AGM's first wave of defenders.
(Invincible Iron Man#2) - AGM's leader, MODOG, emerged and attacked Iron Man. Iron Man evaded his heat seeking missiles and returned to the AGM camp at 800 mph, creating a sonic boom that devastated any remaining forces and equipment. He also grabbed MODOG and tossed him into outer space, killing him. The surviving AGM members were rounded up by SHIELD.
